thousand or more refugees are making their homes here pending final settlement of the revolutions and counter revolutions in the republic south of tlie Rio Grande Of the six dailies three espouses the cause of Carranza two champion Villa and one favors Felix Diaz The Carranza consulate here announced it paid out in -telegraph tolls about $1000 monthly for telegraphic advice from various Mexican points and exchanges with Washington These despatches appear In tile local Caranzista papers and are copied by lie opposition which explain them in footnotes according to the Villists or Iliazista standpoint The newspapers bristle with news and comment on the Mexican situation often going far afield for material La Presna a Villista organ published cablegram from Madrid reporting that a paper there through the United States government ought to intervene in Mexico in the name of the Monroe doctrine and humanity intervention is deeply and sincerely hated by the Mexican refugee here They want none of it and declare that if the United States intervene it will involve the Washington government in a great war which will eventually drag In Europe and Asia These refugees maintain that Mexico introduced in the assembly yesterday by Bismarck Brack at the request of the California Grape Protective association call for the creation of eight license districts of the state eacli to be under the control of three district commissioners A limit on the number of saloons Is fixed as one for each 500 population Saloon licenses nre classified as hotel restaurant vinters wholesale and bar permits All bar licenses are proposed to be placed at $1000 a year 10 per cent of the amount going to tli state and 90 per cent to the city or County in which the saloon is situated Bartenders would be compelled to pay a license of $3 a year Nothing in the act would bar local communities from imposing stricter regulations or voting saloons out of existence en tirely I The three excise commissioners would receive annual salaries of $1-000 and the district commissioners $3000 Applications for liquor licenses must be made to the district commissioners whose inspectors are required to investigate the meriL of each application The issuance of the license shall be made by the three state commissioners The assembly yesterday held one of the busiest sessions since the convening of the legislature Recess was taken until 2 in the afternoon maximum Limit In a statement given out by Frank Swett chairman of the legislative committee of the Grape Growers' as-i sociation explaining the provisions of the bill it is pointed out that it will not be mandatory for the excise eom-j mission to issue one license for every 500 population but the commissioners may not issue more In part the statement says: the case of Los Angeles for instance Today its number of saloons is limited to 200 Under our provision it would be entitled to 600 salons but it will be impossible to grant more licenses than are provided for in the Los Angeles ordinance the present time there are about 4500 saloons in California and if limitation is adopted more than a thousand saloons will be closed by the commission a greater number we I lieve than has been wiped out since the passage of the Wyllie local-option I law in 1911 believe that our code will cor- rect conditions in those sections that i desire saloons and
