to Directors of Irrigation Districts The question as to whether the recall may constitutionally be applied to directors of irrigation districis which has been much discussed tlie last our years is finally to be settled by decision in an action brought by Wigley an Escalon rancher the District Court of Appeals at Sacramento The Court of Appeals veslorday granted a writ of mandate to the directors of the South San Joaquin Irrigation district to call an election on recall of Director Steine-ul or appear before the court April 17 to show cause A petition circulated by Wigley bearing the signatures of 25 per cent of the voters of district was filed with the South San Joaquin board Acting on advice of Attorney Dennett who lias consistently contended that the recall cannot constitutionally apply to irrigation or school district directors the board refused to call the recall election The people back of the recall charge Director Steinegul with extravagance and mismanagement of district funds Steinegul is now president of the Soulli San Joaquin board and was elected director February 5 1913 While the Modesto district lias pass-1 eil through several recall elections the question of constitutionality was waived by the directors in the first one under an agreement by all concerned to abide by the vote of Unpeople and was not resorted to in the case of
