Investigators said they arrested Mrs. Robert Webb, 42, after she told of shooting her husband, Robert, 48, in their home here. Detectives said she told of shooting her husband with a re volver while he was struggling with their daughter over a rifle.

Johnson said this at the end of a message transmitting the annual report of the Housing and Home Finance Agency. He said that he had asked Congress for authority to pro-1 vide rent supplements to aid low income families who couldn't obtain standard housing within their own means and that Congress accepted the proposal. But just before it adjourned, Congress turned down money to finance the subsidies, the innate and House had approved different amounts but wound up agreeing on none. In this process, Johnson said.

"The old voices and misunderstanding were raised once more. Allegations were made that had no basis in fact. Insinuations were raised that obscured the basic purposes of the act." It was understood that Johnson was irked particularly be cause Senate and House con-i ferees seeking a compromise on lunds for the rent supplements; wound up by cutting out all money without letting administration interests know they intended to. "The national interest," Johnson, "demands that the matter not stop there. Thousands of American families need this housing now today.
