Mc-Keon were the speakers, and the concensus of opinion seemed to be that the war would be of short duration, though some seemed to think that all the nations of the world, not excepting the I nited States, would eventually be drawn into it. William Cunningham, James Cox, David J5. Hanks, former District Attorney John F. Clarke, James V. Webb and Henry P. Hendrickson.

Congratulations were tendered Secretary Charles L. Young on his recovery from a dangerous illness. 200 AT CHURCH DINNER Annual Function of Flatbush Presbyterian Congregation. The regular semi-annual dinner of the members of the Flatbush Presbyterian Church, Foster avenue and East Twenty-third street, was held last night In the dlningroom of the church under the auspices of the Ladies' Aid Society. About two hundred members responded and an excellent dinner was served with the young men of the Bible class doing the serving.

The dlningroom was tastefully decorated in pink and green and each table was presided over by two members of the society. The Rev. Herbert H. Field, pastor, expressed his appreciation of the work done by the com. inlttee.

After dinner those present were entertained by Mrs. J. Van Wickler Bergen, soprano; Mrs. Harry Ives, pianist, and Albert J. Young, elocutionist.

After the entertainment, the members enjoyed a social hour and all went home satisfied that last night's dinner was the best ever served in the church. The officers of the society, also acting as a special dinner committee, are as follows: Mrs. K. H. Baker, president; Mrs.

H. H. Field, Mrs. C. H.

Kodger and Mrs. F. W. Schuppman, vice presidents; Mrs. A.

WANT MORE AIR IX CARS. Flatbush Taxpayers Register "Kick" on Service. Dissatisfaction is fom- with tha "hobble-skirt" cars on the Flatbush avenue line by many residents of Flatbush. This was evidenced at the regular monthly meeting of the Flatbush Taxpayers Association, held last night, when J. E.

Clark moved that the B. B. T. be requested to install a better system of ventilation in these cars. The motion was carried unanimously.

The taxpayers also voiced their objection to the paint on the Flatbush gae tanks, and they expressed the opinion that if the tanks were repainted similar to those in Manhattan their general appearance would be. less unsightly than they are at present. The association will take the matter up with the gas company. The members also passed a resolution favoring the starting of work on the Utica avenue extension of the subway. O.

W. Lucas reported that the Public Service Commission had the question of electric light rates in hand in Manhattan and that after its investigation in that borough it would take up the same matter in Brooklyn. George Boochcver, J. Austin, the Rev. L.

A. Harvey, George Lucas and J. A. Clark were elected as a nominating committee to select candidates for the next year. They -will make their re port at the December meeting.

Morton Organization Makes Merry Over Victory. In celebration of the Republican gubernatorial victory, the Levi P. Morton Club held an enthusiastic jollification meeting last night at its headquarters, 2M Decatur street, which was unusually well attended. After the routine business of the evening was completed and several new applications for membership had been received, the balance of the session was given over to speechmaking. Among those who made short addresses were: Assemblyman-elect Fred G.

Milligan Senator-elect Charles C. Lockwood, George, X. Hanna, John Worth, John A. Dugan, Isadore Bux-baum and other members of the organization. Vice President George N.

Hanna presided and Secretary Peter J. Doyle recorded at the meeting. CONGRESS 1MB REJOICES, In Spite of Defeat of Holilry and Lang-liorst. The victory of the Republican party has apparently put new life Into the Congress Club, judging from the spirit that prevailed at the regular meeting last night, in the headquarters, 5SG Bedford avenue. It was a sort of jubilation, despite the defeat met by its members.

Deputy Register Alfred T. Hohley, who was a candidate for Congress, and Assemblyman George Lang-horst, who failed to be re-elected. Several reports were read, from which it was indicated that the club is in a flourishing condition. Anthony J. Fugazy, chairman of the entertain ment committee, reported that excellent progress is being made on the preparations for the club's annual vaudeville ana dance, at Arlon Hall next Thursday evening.

Youngs as their guests, celebrated the conclusion of their labors at a dinner yesterday afternoon at Middleton Dan. nenfeld's Assembly, 108 Fulton street, Foreman Edward H. Avery presided but tbere were no speeches. Judge Veeder and Judge Chatfleld, both sitting for the Third District ot New York, respectively swore In and discharged the Grand Jury.

The body was drawn and sworn In on July SK and concluded Its task in time to discharged on October 29. During th interval District Attorney Youngs ex amined ninety-eight witnesses. They Included representatives of hospitals, hotels and restaurants as well a housewives, manufacturers and produce dealers. Immediately after the conclusion ot the testimony the Grand Jury's report was drawn up and sent to the Attorney General. Efforts to obtain as idea as to the drift of the report from Foreman Avery and Colonel Youngs proved alike unavailing.

The latter declared, however, that he had made application to the Attorney General for permission to give for publication the substance of tho report. In addition to the chief guests of honor there were present Louis Bick, Samuel Held and Reuben Wilson, assistants to the District Attorney, Marshal Haubert and bis assistant, James Proctor and Walter Murdock, tha Grand Jury's stenographer. Finchley on "Ethics for Lawyers," which appeared in The Eagle recently, should start the legal fraternity to thoughtfully overhauling their book of ethics.

Is a lawyer justified in using his leeal knowledge, his ability as a plead er and his "inside" information of the crime committed, in fastening the crime on an innocent party (knowing that his client is guilty), In his en deavor to clear him? Her plan' to remove the prisoners from the workhouse and the penitentiary on Blackell's Island to Rlker's Island and Hart's Island, and to leave all of Blackwell's island to the Department of Charities, waa explained last night by Commissioner Katharine B. Davis to members and friends of tbe Central Branch of the Young Men's Christian Association on Bond street.

This is in conformity with her ideas to have dormitories set up for mt of the prisoners, single cells being left only for recalcitrant inmates in the prison colony. Besides this plan, another which Miss Davis hopos will be accepted by the administration to the payment of a daily wage, or donation, about 5U cents, to imprisoned husbands who have de serted their families, the money to go to the families. Miss Davis would like to go even further, she explained last night, and have all prisoners earn their own board by an extension or an in crease in the number of industries on the island, so as to the city's giving them a'dailv wage. "I nave a good scheme," she said, "which could be worked out in con junction with another department, but 1 am not ready to tell it yet. xne ouij thing in the way is the question of the employment of prison labor, for if we emulov orison labor we cannot employ free labor.

We are handicapped by tile law prohibiting contract laoor and the selling of any of the goons mane prisoners in the open markets. We are limited, then, as to the Kina or worn for the men. We can make things only for use in the various city depart ments, and we do make them. We also must make a product in hich the clement of unskilled labor is in greater proportion than that of skilled labor, for we cannot teach a man a trade In forty days, the short time that he. is in r.vieon In relation to the transfer of the penal institutions from Island to the other islands, Miss Davis saiu: "We want to remove the workhouse from Blackwell's Island and put the men on Rlker's Island.

This island contains about 400 acres of fertile soil. I evnect to have four dormitories there each accommodating about sixty-five men. I prefer either single cells or carefullv supervised dormitories. "We will have a combination of build ings, some with single cells and some with dormitories wnn winnows uu ii round and built so that the man In charge can everything. The city-appropriated to build this first cell block, which is one story high." b'l'e nreseiit. workhouse, on Black well's Island, said Miss Davis, is unfit. It Is old, and the only gooa reature about it is the fact that the cells are built outside. There are no plumbing facilities in the building, and it would cost too much to have the building re- i.i, sihe therefore rccommenuea a workhouse on the plan of that built four veara ago for the District of Co lumbia, where the prisoners are in one storv dormitories and work on a farm and on other industries for the benefit of the district. Miss Davis expressed her desire to have the women prisoners separated from the men.

She also wanted them to work out of doors. She wants the city to buy a farm near enough to have the women from the workhouse and the penitentiary work there, separate from the men. And when the women are on the farm, and the men from the workhouse are on Riker's Island, she would like to have the men Irom the penitentiary transferred to Hart's Island, so that all of Blackwell's Island could be left to the Charities Department, for this department ought to have it, she said. "I niav be known as the beggar of the administration," said Miss Davis, in regard to efforts to get enough money from outsiders to start a farm for the boys in the reformatory. Last spring, because she had a small part of her budget left for her from the last administration.

Miss Davis said she had to go to an outsider to get money to start a farm In Orange County for the reformatory boys. The plot of land. 610 acres in area, was bought last vear, and last spring she began her begging expedition to start work on the farm. At first there were twelve boys there; now there are fifty, the best in health, strength and trustworthiness, from the boys reformatory. She started the plan of self-government there, and it has worked well.

The discipline of the boys is better, as result. Miss Davis expects to keep 100 picked boys there for the winter. This is the most promising part, of tier work, she said. As to the city and district prisons Miss Davis said. In order to get the necessary improvements in them, it is not a lack of knowledge, nor a lack of desire for the in nrovements.

It is question of money. The city cannot afford to make appropriations for the improvements necessary, because of its vast debt, for one thing, as well as for other reasons. SERVICE FOR SOUTHERNERS. Lambert, "is that part of organized charity which endeavors to rehabilitate individuals or families, whose need for assistance is due in some way to accident or ill-health. This dellnition comprises both the problems of the patient in the hospital and the problems of the family while the pa tient is ill or injured, and the iurther care of the environment of that family, in its home, In the broadest sense of hygiene and preventive medicine. "The problems of hospital social service work in any large hospital are as varied as the woes of mankind. They ar.e the problems of starvation and destitution, of desertion and illegitimacy, of Insanity and mental deficiency. It struggles with the manifold problems of alcoholism and drug addiction.

"But where social service can do the greatest work is among those who arc .11 i 1 1 Ufa Tlmv do not go to the ordinary aid-giving organizations, they are too proud, and have not drifted down into the helpless class. They are 'efficient and are economically capable of caring for themselves under ordinary circumstances, but are crippled momentarily by disease or accident. "These are the ones wjjo, if we put upon their feet, tide over their calamity, remain efficient and never fall back on organized charity. The relief societies rarely reach them, and they are found chiefly in the hospitals, forced there by the calamities of disease and accident." Miss Cannon, who is one of the best informed specialists in the country on hospital social service work, and has beMi studying conditions in New York during the ia.st summer, told of the birth of the work, nine years ago, in the brain of Dr. liichard Cabot of the Massachusetts (Jeneral Hospital, who was deeply troubled about the sick, poor people who came to the hospitals and dispensaries, and stayed for a few days or weeks, and then went back to their homes to do just the wrong thinas, and be sent back to the hospitals again.

He wanted to follow up those cases, and it was this desire which resulted in a work which has spread all over the country, and which has nearly two hundred departments in the United States. It has developed to such an extent in Boston, said Miss Cannon, that the workers have specialized. There are women who work only with the children, and this includes persuading the mothers in the homes to continue the proper food and treatment of the little invalids. One particularly necessary section of the social service work is among the young, unmarried mothers; this is always a problem in all dispensaries. The speaker gave specific instances from her experience of the wonderful preventive work which may be done among people who are ignorant of all the laws of health.
