July 21st, 1866. Editor of the Times Sra: In your issue of the 19th July, I noticed an article copied from the AuyusiajConst'dxdional- isi, in which it is reported that Gen. Tillson de nounced J. E. Bryant, editor of the Loyal Georgian, as a beggar, a liar, a swindler, a rascal and a scoundrel.

As I happen to be personally acquainted with Bryant, having formerly been a resident of the same town and village with him, I take the liberty to deny the above charges. J. E. Bryant is both truthful and honest his note is worth one hundred cents on the dollar and he is a man of unquestionable moral character. He entered the "Union army at an early date as Captain in the 8th Maine Begiment, and served three years.

Soon after the expiration of his term of service, he went to South Carolina to accept a command under Gen. Saxton, but about that time the rebel armies found that "last that we had been told so much about, and his services were not needed. Bryant's record for loyalty, morality, truth and honesty are unimpeachable, and as II have observed from the tenor of your journal that you do not deem it conclusive evidence that a man is bad simply because he hails from the North, I do hot think yon would knowingly assist in circulating any such vile slander against one so emphatically guiltless. Where Bryant is best known the only effect these false charges can have, will be to weaken the influence and injure tne reputation of those who make and circulate them, while honest, intelligent people who are not acquainted with him, will deem it verv strange that no witnesses should be summoned, and no testimony of any character should be presented at a Convention called expressly to exam ine into the charges made against him. It is about equal, in absurdity, to announcing a wedding and inviting the guests without notifying the bride and bridegroom.

People will also ob serve that the report of the Committee is sadly at variance with the General's grave charges. As to the character of Gen. Tillson, I know nothing, but if he possesses the confidence of the people, or has any reputation for truth, (and hi position would seem to indicate that he has) it is very unfortunate for him that he should have made these grave charges without anything upon which to base them. If the members of the Geor gian Equal Bights Association have any confidence in the General's word, J. E.

Bryant will, in all probability, soon cease to be President of that Association, as he holds that office by their decree. Respectfully yours, J. G. Spaulding, Aid U. S.

Coast Survey. 1 sn i The heat in New York city has been intense. We counted 120 cases of sun stroke, which took place on the 17th. The Timet says Sun Strokes Yestebday. A very large number of cases of coup de tot el were reported yesterday, a large proportion being fatal in their character In cases where the is unknown the patient is removed to Bellevue Hospital.

When unknown persons die the body is deposited in the Morgue, for identification. Persons missing relatives or friends are requested by the authorities to apply there at once, as burial follows quickly after death. Ocean Telegxaph. It is believed that the Great Eastern left the west coast of Ireland on the 10th on her new ceaceful mission of laving a submarine cable to connect J-urope with America. To speculate on the probabilities of loss or success after two failures, is to tell the price of gold at a future time or speculate on that of wh.ch we have no knowledge.

The ship is in order, with all the necessary annlian-! ces on board, and she has more than sufficient cable to reach f.om Ireland to Newfoundland. The cable is believed to be lighter and stronger man euneroi tne two neretorore laid. The additional strength will be a great security in hauling in, orin paying out. Taking ail the circum stances together, the chances at the present time are better than on either of the former occasions. The steamer Medway acconpanies the GreA i at torn, with cable to splice and extend the one lost last year, if recovered.

When this is accom plished, we have a hance for a second cable. Ihe cable expedition is not expected to sail faster than five miles an hour, or 120 miles per day, and as the Great Earttern probably left the woo vu i iic ivtu iubic, sue is now supposed to be 960 miles on the voyage. Cline to be Collector of Customs at Vicksburg, Miss. Andrew McDowell is to be Assistant Treasurer of the United States at Charleston. Congressional. Washington, July 23. The House to-day con curred in the Senate amendment to tne reso lution admitting Tennessee.

It is probable that the President will sign the joint resolution, as it provides for the admission of the Tennessee Eepresentatives, but will protest against sending to' him, because he has nothing to do with the admission of members of Congress, and he will further protest that the preamble does not state the -truth inasmuch as it asserts that theTennessee Legislature has adopted the proposed amendment- to the Constitution, when in fact, it has not been adopted by a quorum of both branches of the Legislature. Mr. Schenck offered a resolution, calling on the President to know if any application had been made for the pardon of Major Gen. Pickett, and if any steps had been taken for his trial on the charge of executing Union soldiers, which was passed. Mr.

Spaulding offered a resolution which was agreed to, requesting the President to cause the prosecution in the U. S. Courts against Fenian prisoners to be discontinued if not incompatible with the public interest from Mexico. Washington, July 23 Letters from the City of Mexico assert that Maximillian has signed a treaty with Dano, the French Minister, which agrees that twenty thousand French troops will remain in Mexico for five years, serving uader it jr 2 a jNapoieon agrees to iurnisn oiaximuuan wiui $500,000 per month for five years, receiving as security for this and other claims the railroad from JVera Cruz to the City of Mexico. The revenues to' be collected by the French officials.

3 SECOND DISPATCH. iwYoek, July 23. A city, of Mexico correspondence says that the Fourth of July-was celebrated" by the resident Americans with great spirit. General Magruder and other eminent Confederates participated. Magruder responded to a toast of the U.

S. Army and Navy. memory of the late President Lincoln was received with respect by Confederate exiles. 2' New Yobk, July 22. Fourteen cases of cholera have been reported during the last 24 hours, ending last evening.

The disease is on the increase, a second dispatch. i i iit New York, July 23. There were eleven hundred and thirty deaths in this, city last week. The cholera is increasing. On Yesterday theie were fourteen deaths from cholera in this city and five new cases in Brooklyn.

The epidemic is increasing on Governor's Island, two deaths and more than the usual number of cases on yesterday, of the cases there all are boys from 16 to 20 years old. The disease is severe on Hart's Island, the number of cases is from twenty to thirty daily, with a proportion of from 10 to 15 per cent deaths. Cholera hospitals have been established in the infected district in Brooklyn, which is near Hamilton Avenue ferry. Foreign Mews. New Yobk, July 22.

The Seward-Ray mond Republicans have, issued a call for a State Convention to nominate delegates for the Philadelphia Convention, There is no movement yet in the Democratic State Committee. New YobXt July 23. The steamship Ephesus, bound from Norfolk to Liverpool, was stranded on July 6th. on Sable Island. A portion of her cargo was saved, the vessel breaking up. The crew arrived at Halifax on Sunday.
