Photo by Emma oggln) Capitol Projects Forced On Unwilling Legislators TALLAHASSEE (UPi)-Sen. David H. McClain told the Supreme Court Monday lhat Gov. Reubin Askew's Democratic allies forced acceptance of a $25 million new capitol without any legislative authorization. McClain told the court the capital project was made part of the $1.65 billion general revenue budget, so lhat lawmakers had to vote for it or else they would be voting against all slate spending.

McClain, R-Tampa and Senate President Jerry Thomas, D-Jupiter, filed suit to stop the demolition, claiming there was no legislative action to implement the $25 million capitol construction appropriation. "It's just something that two people agreed upon," McClain said. "As I understand it, the appropriations chairmen just put that in there as a statement of intent." After Ihe hour-long hearing, McClain said Askew slipped the new capilol into the budget through an understanding between House Appropriations Committee Chairman Marshall S. Harris, D-Miami, and Senate Ways and Means Chairman Louis de la Pane, D-Tampa.
