Wheat flour was not active and without Improvement; for tho low grades prices are irregular; about 800 barrels were purchased by the trade, to supply immediate wants, at $4 to $4.50 for extras; 85.50 to S0.50 for Wisconsin and Minnesota extra family; (5.75 to (0.50 for Pennsylvania, Ohio and Indiana and (7 to S8 for fancy brands. Rye flour and corn meal were unchanged. Seeds. We note a continued inquiry for cloversecd at an advance, with purchases of Western anil Pennsylvania at 15 to 10c. Timothy may be quoted at (2 37 to (2.50, and flaxseed at $1.40 per bushel.

Coffkk was in limited request and weak, with sales of 150 bags itio at 16c to 17e; 50 bags good ordinary S.mios in 10c, and 250 mats Java at 28c to 23c, all gold. Molassks dull; holders generally are asking 3fic for 50 test, but boilers' views are 32c to 32c: a caro of 520 hogsheads and 50 tierces Cardenas, testing 40 degrees, brought 28c. Oii.iiN. The inquiry for prime wheat was still steady, but common grades are neglected. 2,400 bushels Pennsylvania red were sold at (1.41 to 1.42; amber nt 81.43 to 1.45; Western red at (1 to 1,15, and white at 1.50 to 1.55.

Rye was not mentioned. Corn was less active but steady, 6,000 bushels yellow selling in tho ears at 58e; tor sail, and for steamer, 50c. Oats were dull and irregular. 4,500 bushels Western white changed hands at 43 to 48c. Whisky quiet, with a little doing in Western iron bound barrels at (1.00.

The statement sets forth that au ordinance of Councils, passed April 1, 1850, provided that the differeut passenger railway companies of the city should pay to the Chief Commissioner of Highways, in the month of January of each year, for the use of the city, 30 for each car intended to be run upon any road; that the act of Assembly of April, 1864, incorporating this company, subjected it to theor dinahoesof the city regulating the runningol passenger railway ears, aud also provided that in addition to the tax of six per cent, upon the dividends exceeding six per cent, per annum on the par value of the capital stock, it shall pay such license for each car run as is now paid by other passenger railway companies iii Philadelphia;" a subsequent roruinance, 'January 2, 18o7, increased the license to fifty dollars upon each car run by the respective 'companies that in each year previous to the year 1875 the defendants paid to the said plaintiff the sum of fifty dollars for each of the cars: run liy them during said year, and that the defeudauts, id the. month of January, 187., did run seventy nine ears on their road, and admit their liability to pay to the plaintiff for each car the sum of thirty "dollars, and no more.

The disputed point was whether the phrase in the statute of 1804 incorporating this company, "And the said company shall also pay such license for each oar run by said company as is now paid by other passenger railway companies in the city of Philadelphia," was not binding upon the city, aud whether it did not prohibit the demand for a license fee greater than thirty dollars, the amount paid at that time by all the companies. The matter was held under advisement. Officers Who Made a Grievous Mistake. Officers Robert Callahan and Issac Moore, of tlie Seventeenth police district, were charged yesterday before Alderman Dougherty, the former with assault and battery and his brother blue coated guardian with perjury. James Smith, residing at Eighth anil Bainbriilge streets, testified that on March 7 he was arrested by Oiiicer Callahan and taken to the station house, the policeman using him rather roughly.

He was then charged before Magistrate Bonsall with being a vagrant, Oiiicer Moore testifying that Smith had been ont of employment for eighteen months and was living in the streets. The magistrate, however, discharged him from custody. At the hear yesterday Smith stated that lie Had been constantly employed during the time referred to by Moore.
