It also has changed the attitude of many manufacturers, to the benefit of -the customer. Manufacturers stress now the quality even as the bills go higher. One major manufacturer. Jerry Silverman of New York, puts matters this way: "Fashion is not a ding-a-ling these days, not throwaway chic.

The women are buying clothes that last. A woman's not going to spend $100 for a unless it's going to be good for two or three years." Vincent Monte-Sano, a manufacturer and president of the New York Couture Business Council, a trade and prmotion organization, agreed. "Women aren't buying something to wear one or two times and discard," said Monte-Sano. 'The stores are feeling it too. A lot of women, will wait for sales before they buy winter clothes.

"Clothing is the first thing cut in the basic budget. Food and housing you have to have. Clothing? Well, there's a lot of the 'I can get another year out, of New reports from the U.S. Labor Department and the giant International Ladies' Garment Workers' Union (ILGWU) spell the changes going on in cloth ing. The Labor Department said the apparel price index has climbed 8.5 per cent in the past year.

The increase mirrored the overall consumer price climb for the year, although the 8.5 per cent for clothing was under the total consumer index of 12.2 per cent increase. The ILGWU 425,000 members research department said the national economic slump "can no longer be blamed on energy shortages. Recessionary developments are widespread. it is idle to expect a rebound in consumer spending for many months to come." Employment, production and sales of apparel are off, the report said, but hourly wages are up anywhere from 21 to 32 cents, depending on the clothing category. The union report was optimistic that some of the money which consumers might have spent on homes, cars, appliances and other high cost items normally bought on installment plans would be diverted "at least to a degree into the purchase of clothes." But consumers, behaving will seek garments that "are serviceable and durable, locking out for garments that are going to be dressy, simple, wearable and suitable for use in diverse situations," it continued.

"They are apt to be price conscious and seek quality the industry must not only offer garments that reflect the mood of the consumers, but must also offer designs that will lift flagging spirits and stimulate consumer interest." In short, the news is pessimistic on price increases, but good in that we shoppers are going to get our, money's worth. Or else! Clean Up For Thanksgiving And The Holidays Now!
