After severul years of preparation, during which time there have come up many complication and protests from property holders along the upper nest side, the finally adopted plans for Section 1 of the Riverside Drive extension are now completed. Andrew E. Foye, chief engineer of the Department of Highways, has the plans in his office, and he nays that the parkway wiji not only lie the finest ever built in this city, but that it will rank among the most beautiful of similar improvements in the norld. It will run from the north pud of the Manhattan Valley Viaduct, at One Hundred aud Thirty-fifth street, all the way to the Boulevard Lafayette, entering the latter beyond Audubon Park. This extension will be built in two sections, the first running from One Hundred and Thirty-fifth to One Hundred and Fifty-third street, and the nooottd from the latter street to the Boulevard Lafayette.

A yet the plans for Section 2 are not finished. Those of Section 1 will he presented to the Board of Estimate and Apportionment before the middle of September, possibly earlier. The cost of the section is broadly estimated at $1,700,000. The general laj- of the land throughout the extension is similar to that of Riverside Drive, the natural inclination from the rivpr bank to the heights being a steep one. On the easterly edge of the new at the high part of the slope on which it i built, trill be an asphalt walkway.

Next to this, toward the river, come a strip of tree and grass and shrubs, and then, beyond that, a sixty-foot-wide macadam driveway. More grass the wee side of the drive, and here, too. will he foliage of various orts. A bridle path run along the river side of this second green strip, and frpm the path to the railroad traiks along the water's edge are series after series of sloping grass plots, walks, terraces, flights of stone stpps. flower circles and piaxsas.

Along the drive, path and walks will he rtistje seats. One Hundred and Thirty-fifth street, the southern boundary of the extension, is to graded and leveled as far east as Broadway, thus giving connection between the latter, the extension, and the viaduct. Throughout the length of the extension there are hut two streets that go ail the way to the river One Hundred and Thirty-eight and One Hundred and Forty-fifth. These will be bridged over in such a way that there will hardly appear to he a break in the parkway. The rest nf the streets Intervening between One Hundred and Thirty-fifth and the Boulevard Lafayette are eventually to be so graded' that they will have entrances into the macadam drive of the park.

THE SCHLEY CONTRaVERSY SeeeWei Contribution From Writer in Weekly Journal, Who Points Out That Dewey Was Not Craven Even if He Did Bun Away." WASHINGTON, Auc. t.ffiiors are dispusfcing under their breath a new phase of'the famous Schley loop" controversy, In which Iark Benjamin, in the ltt-( number of a weekly journal, points out hint the hero tf Santiago was a close imitatoi of Admiral Dewey. The only difference hi their tdiffics, says the writer, is that Dewey made no less than hie "loops," tyliile Schley mnde but one. Yet Schley was branded as a caitiff." writes Mr. Benjamin.

His one he continues, must be infinitely more distressing to Mr. Maclay than the five loops of the craven Olympia, flagship of Commodore Dewey at Manila, in each of which she 'turned tail and ran away from a distance of something over a mile from the enemy to a distance of over three miles, and, not only this, but in the very middle of the fight scampered over to the other side of the bay and pumped np fresh courage by the aid of a pusillanimous breakfast. Well placed is Admiral Dew ey on that court. He knows all about loops. Mr.

Benjamin also charges Maclay with deliberately falsifying the charts showing the position of the American and Spanish ship during the pursuit battle in order that the Brooklyn, Admiral Schley's flagship, may not receive the credit due her for being at all times the nearest to the enemy. Admiral Remey, now commanding the Asiatic station, is to he ordered borne to attend the Schley Court of Inquiry. The Admiral was stationed at Key West the campaign, and will tell the court about orders issued tp Schley when the latter called there ith his ships. During Admiral Renteys absence from the Asiatic station Admiral Rodgers will probably take bis place. DAWES COLORED MASCOT.

Wtraa the Comptroller That Were Going to Have Stiff Fight. WASHINGTON, Aug. great politician in the country is supposed to nave his mascot. Comptroller Dawes, candidate for the United States Senate from Illinois, has his. His name is Adam Beck-icy and he is colored.

Danes first began to take care of Beckley aud Beckley of him, back in 1896, when Republican bead-quarters were located at Chicago, and Berkley asked for la job and got it. When Dawes was fighting the Illinois machine the State convention Beckley wa a delegate. He voted for Dawes, and bad to fight his way out of the delegation, his White colleagues clamoring for his blood. Dawes then placed him in the Chicago Post Office, which position he still holds. He does his work well, anil has time to write letters to Dawes.

His last one was received to-day: I dont know whether you did right in resigning your position. says Dawes ipascot, but I am willing to trus to your statesmanship and wisdom. I know were going to have a stiff fight and I want to warn you that all those who pretend to be cannot be reckoned your friends. Some of the politicians are just out for the stuff, and I would advise you not to send any more $r0 checks here untit yon have seen mo. When you get back to Chicago, we can talk things over and map out the campaign.

Dawes is thinking seriously of making the young colored man his campaign man ger. lie will take his advice on the $oO check btisines. Ilis last cheek was to assist in building an Afro-American church. FOR THE BENEFIT OF HEBREW ORPHANS. Eatertnlameat to Bo Givea at tbo Hotel Kaateraklll To-Mor.

Coneiderablt. discussion concerning the selection of Rear Admiral H. L. Howison, retired, to till the meant place oil the Schley court of inquiry, has been caused by tile reprinting in the Boston "Record" of yesterday after-, noon of an interview alleged lo have been grauted by the then Commodore Howison. when tile news of the destruction ot Admiral Cervera fleet reached Boston.

The article iu the "Record is as follows: "The selection of Rear Admiral H. Howison, U. S. retired, to till the court of inquiry which will look into the actions of Admiral Schley, is surprising to some people with whom he talked with more than ordinary freedom when the news of the battle of Sanfiagd reached Boston. To Sampson belongs the credit for the victory.

saidtominodorc Howison at that time, he then being comninndnut at the Charlestown Navy Yard and having the rank of commodore. "He bxpluiuod at ome length the duties and responsibilities of Sampson, who was in command of the fleet that sunk Cor-veras battleships. He declared that -the strategy employed in the winning of tho Tietory was ail of Sampson devising; that each American was anchored off Santiago Harbor in such a manner that all attempts to escape on Cerveras part would at once he met by overwhelming resistance, and that Sampson's presence at the battje was of comparatively small importance. Schley is not respected as Sampson he said. Sampson is a brave, mil, intelligent officer.

Schley had the reputatiou of being nervous and hot-headed in the Naval Academy, and he does not stand high in the estimation nf naval officers, as Sampson does. Of the two men Sampson is respected far more. Commodore Howison seemed greatly impressed with the idea that Sampson was not getting the credit that belonged to him, hence the statement that he has beeu selected to serve on the court of inquiry, because he had expressed no opinion as to Schley-Sanipson controversy is a surprise. Rear Admiral George ('. Remey will lie detached from the command of the Asiatic station and ordered to Washington to testify before the Schley court of inquiry.

He will he succeeded in command of the station by Rear Admiral Efederie Rodgers. Rear Admiral Remey, during the war with Spain, was in command of the naval hae at Key West. Through him the department transmitted to Admiral Schley, and the latter to the Secretary of the Navy, instructions and information regarding the Spanish fleet. Rear Admiral Remey also has a letter which announced that the flying squadron would sail the next day from Cienfuegos to Santiago. "Schley would not be able to remain off that port on account of the general short coal supply, Rear Admiral Remey stated in his dispatch.

As Rear Admiral Remey's emise would expire next spring. hi detachment will not be a cause of inconvenience. Rear Admiral Rodgers is now in Japanese waters and will sail in a few days for Cavite. Rear Admiral Kenrpff will remaiu in the East nntil his tour of sea duty expires next spring. N.

Anderson, an important witness, was quartermaster of the Brooklyn.
