The Beverly Hills-Morgan Park area has become stable as a' result of local civic organization efforts during 1972. G. Philip Dolan, executive director of the Beverly Area Planning association (BAPA) said recently. Dolan made the statement speaking to the Southwest a a i i association, a newly formed group, which plans to join BAPA. According to Dolan, area anxiety over crime has greatly diminished and the area is attracting scores of young people from Hyde Park and the suburbs.

Dolan assumed his position a year ago but he emphasized he had nothing to do with the turn about in community attitude. Residents working i their local i i organizatioas, Dolan said, accomplished what was thought impossible: "Grass root organizations are the new strength of the i a Residents no longer relate to block clubs and the results of he November election proves that middle class has. rejected the Saul Alinsky confrontation politics." Dolan said Beverly Hills- Morgan Park will remain stable becase residents are affluent and well-educated. He noted that many of the property owners are upper- level city employes who must live in the city. BAPA's rumor control center is no longer receiving a large volume of calls concerning crime, Dolan said.

"Most of the callers now want to know about city services." According to Dolan, the crime rate in Beverly Hills- Moigaa Park went down within the last year. The Grcsham police district which serves the areas is sixth from the bottom in high crime districts. During August, a unusually high burglary month, only 13 burglaries were reported in Beverly Hills-Morgan Park, Dolan noted. A i to FBI statistics, 10 out of 1,000 residents in a community have their homes burglarized each year. In our area, it's 10 out of 12,000 homes." Another plus factor which led to stabilization, Dolan noted, was BAPA's successful real estate anti- solitictation drive.

Area Realtors have agreed not to solicit residents for the sale of property by phone or in person. Mass solicitation leads to panic sales, it is believed. Despite the easing of tensions, there are some residents who will panic when they see one or two black families moving into the area. These residents must be reached by community organizations, Dolan asserted. Such is the case around Hale st.
