BOARD OF EXCISE. The Board of Excise held a meeting yesterday afternoon, Jackson S. Schultz in the chair. The Committee on Applications reported favorably upon 1,700 applications for licenses. Tin- Counsel asked that summonses be issued in fourteen cases, requiring liquor dealers to attend the next meeting of tho Board, which takes place on Thursday next, to which day the Board adjourned.

The Fire Commissioners. Two fire companies that were charged with violation of the roles of tho'Doptrt-ment had a hearing last night before the Board of Commissioners. The first case tried was that of Engine Company No. 19 against Engine Company No. 17.

The charge was running on the railroad track in Sands street while going to a fire in the First Dist-ict on the moring of April 2d. Thomas Maone, of Company 19, was the complainant and principal, witness. He testified positively that he saw Engine No. 17 on the track. A.

F. Hall, acting foreman of the company that morning, testified as positively that his engine was not on the track. I His evidence was corroborated by that of several members of Ms company who were put on the stand. i The case was dismissed, and Malone, who made the charge. Is to be pat on trial for making liilse accusations.

Engine Company No. 19 vs. Engine Com-oany No. 17. This was another case between i hese two companies.

rt-vl51acauley the Foreman of the former company, stated that he saw men riding on the tender close behind Engine No. 17, when going to a fire in Smith street, about 8 oclock on the night of the tith instant. Other witnesses, not members of the Fire Department, were put upon the stand, who testified to the same tact; but there was no evidence to show that the tender belonged to Engine No. 17. An attempt wusmade to throw a 'Washing-ton mail train off the track last night near Perryville. At about halT-past ten oclock the engineer, when eight or nine miles this side of the Susquebanna River, saw a part of a rail fastened on the track.

He endeavored to check the train, bat coud not do so before it had reached the rail, which fortunately was thrown off by the cowcatcher. No damage was done to t.he train. If the rail had been more firmly fixed to the track the result would have been a fearful disaster. They go out washing, which is aliont as high as a colored woman gets, and their men go about idle, strutting up and down; and when tlie women come home, they ask for their money, and take it all, and then st aid because there is no food. I want you to consider on that, chiln. I want women to have their rights. In the Cou-ts women have no rights, no voice nobody speaks for them.

I wish woman to have her voice there among the pettifoggers. If it is not a fit place for women it is unfit for men to be there. I am above eighty years old; it is abort time for me to be going. Bnt I suppose 1 am kept here because something remains for me to do I suppose I am yet to help break the chain. I have done a great -deal of work as much as a man, bat did not get so mnch pay.

I used to work in the field and bind grain, keeping np with thecradler; but never doing-no more; got twice as mnch pay So With tho Gernian women. They work in the field and do as much work, brt do not get the pay. We do as much, we cat as mnch, we want as much. I suppose I am about the only colored woman that goes about to speak for the rights of the colored wo-nen. I want to keep tho thing stirring now that the ice is broke.

What we want is a little money. Yon men know that you tel, as much again as women when you write, lor what you do. When we get our rights we shall not have to coins to you for money, for then we shall have money enough of oar own. It is a good consolation to know that when we have got this we shall not be coming to you any more. You have been having our rights so long that you think, like a slaveholder, that yon own us.

I know that it is hard lor one who has held the reins for so -ong to give np; it cuts like a knife. It wd1 feel all the better when it closes up again. 1 have keen in Washington about three years, seeing about these colored people. Now, colored men have the right to vote; and what I want is to have colored women have the right to vote. There ought be equal rights now more than ver, since colored people have got heir freedom.

Although this was a skeleton drill, the characteristics of every command were conspicuous, and their faults the more glaring. The general necessity adduced is that of Studying the book more. Through all grades officers and non-commissioned officers, their neglects in this respect are apparent. The duties required of them are simple, and the books of instruction contain nothin" mysterious. An evenings hour occasionally spent in studv will suffice to make them all their obligations require.

The militia should be held to a strict accountability by the people, through the Governor of the State, for the proper improvement of the means which the people have put into their hands, and not be too inclined to deem themselves independent organizations. Every opportunity is afforded by the State for its citizens to gat, thoroughlv, the rudiments of warfare, and particularly tactics in the field. Our last war proved the necessity of this militia experience, particularly through the West, where organizations were unfrequent. When the war broke out those who had had drill in the Eastern organizations, and who were scattered here and there in various occupations, were sought after with great honors and interest. Committees waited upon tbem in per.

on, and they were tendered important commands. Many of them became distinguished, and, what was better, organized and led our treops promptly to meet the Southern fire on its own ground in chivalrous though rather mischievous American rivalry. Tne officers who are placed over our militia should be held in the for feiture of their commissions to a strict performance of their full duties, and the inspectors should be serupulonslv chosen solely with a view to their sharp fitness for detecting faults and suggesting tueir remedies. It is not necetsaniy the' chief disparagement to a commanding officer to have a junior -as instructor.

The tact is naturally in some men who have not the other qualities for keeping a militia command together. Many officors-nnd enlisted men were observed here and ihe last evening who were the embodiments of the soldier in every motion and look. Ii December last Inspector Cochea went prospecting around the cellar of No. 63 in liis usual way, and discovered an improvised hole in the wall loading through into the cellar of No.

61, which was not a bonded warehouse. Cocfcen, thinking this was a fine opening for a yoang mac, went in, accompanied by Deputy Iollect De-ly. There they found these oCS barrels of whisky falsely branded, the brands lying there moist, and the cellar hoii an covered with the scrapings of barrel-heads, and which on examination appeared to be old brands, scraped cff. The new brands, some of them. Inspector Cocheu testifies, were marked Rectified by C.

This building, together with No. 68 adjoining, belonged to a man bv the name of Crogan, of No. 10 Cedar Tree New York. Anerthe spirits were pnt in No. 63, the partition separating this building from No.

68 was broken thrbnh in the cellar and the 508 barrels in controversy removed to No. 63, which was not a bonded warehouse. Tha spirits were seized by the Government for beine removed from the bonded warehouse in violation of the Revenue law, and for putting false brands on the barrels. Several witnesses were pat on tho stand by the Government, among whom were Inspectors Cocheu and Daily, all of whom testified to substantially the same lac.s as wnen the case was up before. The case was opened for the defence by Mr.

Webster. It is still on. Mr. -Hollis and Mr. Webster for the claimants.
