By DOUG RICHARDSON INDIANAPOLIS (AP) Student journalists would have the right to free expression in school publications under a bill on its way to the state Senate.

The Indiana House voted 84-16 Monday for House Bill 1052, a measure initiated by student journalism groups and approved to the applause of students from across the state who watched in the House gallery. Under the bill, students' work for public school newspapers, yearbooks or other publications could not be suppressed solely because it is political or involves controversial subject matter The measure would allow censorship only of material that is obscene, indecent, libelous or an invasion of individual privacy. The school could also act to suppress material that encourages or supports criminal conduct, conduct that would lead to school disciplinary action or conduct that would disrupt normal school activities. Goodall, a Mun-cie Democrat who sponsored the measure, said it was made necessary by a U.S. Supreme Court decision upholding a school administrator's decision to censor a student publication. He argued that student journalists, like other Americans, should mina, tne freedom to fall down and get up again, the freedom to read today's paper and know it hasn't been censored by a government bureaucrat." Rep. David G. Cheatham, a North Vernon Democrat and high school teacher, said he feared the bill would restrict the role faculty advisers should play in directing student publications, and Rep Frank Newkirk, -Salem, said he didn't think the bill went far enough in proscribing undesirable material from student publications.

"I do not believe the taxpayers' dollars should be used to promote discrimination against women or minorities" or for other objectionable material, said Newkirk. But three teachers defended student journalists and their right, within limits, to print what they want. "I like controversy. I like that kid who writes something controversial because that kid is thinking," said Rep. Anita O.

Bowser, a Michigan City Democrat and college professor Rep. Paul J. Robertson, a De pauw Democrat and teacher, said students should be able to practice in journalism the freedom of speech and the press they learn about in government classes.
