Fischer Loses First Chess Game; Wants Television Out common forms tooth decay and gum disease afflict nearly every human being. Yet, dental disease is also perhaps the most preventable of man's ailments. Many of the preventive tools have been known and available for vears. In our efforts to make life and living better for man, we as a Nation commit ourselves and our resources proudly to finding ways to prevent mankind's health menaces. To have a "formula" for an "ounce of prevention" as we do in the case of dental disease and not to see that it is used, is an injustice which my proposal will remedy. These are serious consequences of dental neglect that are all too apparent in the adult years. Correction of these conditions-many of which need never have developed at all or could have been arrested at earlier stages-accounts for much, if not most, of the nearly $4 billion spent annually by Americans for dental care. But what about the children? By age two, half of America's children have decayed teeth. By the time the average child enters school, he has three decayed teeth. By his 15th year, he has 11 decayed, missing, or filled teeth.

And, more often than not, those are 11 missing or decayed teeth rather than filled teeth, for over half of our children have never been to a dentist. This proportion is even higher for youngsters living in rural areas. And among children from low-income families, almost 70 percent have never received a part of the game.
