20- Associated Pres DENVER A gambling amendment that would raise millions of dollars for schools could take them away from airports, aviation officials say. Amendment 13 on the Nov. 8 ballot would legalize slot machines at airports and up to 10,000 gambling machines in Manitou Springs, where residents twice strongly rejected gambling. The proposal earmarks 75 percent of the revenue, after expenses, for Colorado public schools. Supporters say if 8,300 slot machines were installed in the states 17 commercial airports, schools could receive as much as $157 million a year, out of total income of $278 million.

Twenty percent, after expenses, would go to the airports and 5 percent to the state limited gambling fund. But airports that divert slot machine income to public education could lose their Federal Aviation Administration grants. Whenever someone accepts an FAA grant, they sign an agreement that says any revenue generated on the airport will be used for airport-related purposes," said Dennis Roberts, the Colorado Division of Aeronautics director. He said the revenue includes rent from airport tenants and landing fees, and would also include slot machine revenue. Airports that violate their grant agreements are not only ineligible for future federal funds, but legally could be held liable for past federal funds as well, he said.

None of the airports have shown an interest in installing slot machines, said Brian Feeney, president of the Colorado Airport Operators Association. Over the past three years, Colorado airports have received $157.3 million in FAA grants. This year they received $52.2 million. The money is used to buy land, build runways and make other improvements, buy equipment or other purposes.
