SENATE. Raleiifh, Feb 25- Bills wore introduced to incorporate the Mattamuskeet Railway. Bills passed to allow Pitt county to issue bonds. To separate the trustees of the Agri cultural and Mechanical College at Raleigh from the Board of Agriculture.

Bill introduced to incorporate Cres- well ond Garysburg railway. To charter Kinston College and dis- tribute the proceeds of the Kinston dispensary. To appropriate $10,000 for a painting the landing of the first colonists on Roanoke Island. The revenue bill passed second read- ing with very few changes. The tax on State savings and private banks were stricken out The freight rate bill was favorably reported by tht public service corpora tion committee.

Bills passed authorizing tho Corpora tion Commission to require union depots in towns of over 2,000 people. To provide a State Board of Osteo pathic examiners. A bill was introduced in the Senate to incorporate the Raleigh Winston-Salem railway. Bills passed allowing the Virginia, Carolina Southern railway to increase its capital stock. To provide for correcting youths un der sixteen of age for crimes not punishable by over ten years in the peni tentiary by making the crimes misdemeanors, and allowing judges to ser.d the offenders to a State reformatory, or if none is established, to county farm.

The bill to require the State to guar antee the interest on the $11,500,000 of stock of the Trans-Continental railway from Knoxville, to Wilmington, N. came up with a favorable report and was made special order for Friday. Raleigh, N. Oj February 25th. The sensation of the legislative ses sion occurred today, when Senator John Graham, a son of ex Governor and ex-Secretary of the Navy, William A. Graham, rising to a question of the highest privilege, denounced President Frances D. Winston, the presiding officer of the Senate, for having on Saturday appointed three Senators to the committee of conference on the railway bill (Mr.

Graham's bill) which had' passed the Senate, all three outspoken opponents to the measure. Mr. Graham said an insult had been offered him and the Senate and the rights of the Senate disregarded. The men on the committee were his friends, but if he were any one of them with his sense of honor; he would not have accepted. He said he had served in the Senate many times and had voted to remove a governor, but Winston bad tried and executed himself, had not properly discharged the duties of his office; his action did not rise to the respectability of peanut politics and was contemptible.

Graham concluded by suggesting the following resolution: "Resolved, That the committee on conference, appointed by the presiding officer of the Senate Saturday be dis charged." Upon the ending of the session of the Senate it was announced that the Dem ocratic Senators would caucus tonight. It was found this would be on the rat bill, on President Winston's action con cerning and on Graham's attack. Fth quality butter and lard at Oaks Market. The rails on the New Bern and Washington branch of the Raleigh Pamlico Sound Railway are laid as far as Choc-owinity but it will be several weeks before trains will be passing ovet the road. A large force of men are rapidly getting the road in shape for travel.

Nicaraugua troops at San Bernardino last night and many Hondurans were killed. Pittsburg, Feb 23 The west bound flyer No 29 was wrecked at Black Diamond, 8 miles east of Johnstown early this morning and 12 are dead, 20 are missing, many are fatally injured and scarcely anyone on the train escaped injury to some degree. The train was known as the "Flyer" and was going at the rate of 70 miles an hour. The cause of the accident was the break-shoe coming off and obstructing the drive-wheel which caused it to jump the track and plunge down a 60 foot embankment into the Conemaugh river. The train was composed of 5 Pullmans and a dining car, observation car and 3 sleepers and running between New York, Chicago and St.

Louis. Among the fatally injured is T. A. Busse, post master and candidate for Mayor of Chicago. Washington, Feb.

W. Bailey had been guilty of securing money by illegal practices in favor of the Standard Oil Company, exonerated him by a vote of 15 to 1L The Senate action was done before the report of the dismissal committee could be made. Raleigh, Feb 25 There wis quite a sensation this afternoon in lively fight between Mayor James Iredell Johnson and Robert L. Gray, city editor of the News and Observer. The affair oc curred near the capitol and was observed by scores of people.

Both parties were arrested and submitted before Police Justice Badger to whom they paid the costs. The trouble grew out of the city exter-sion matter, New York. Feb 25-The Thaw murder triar was resumed today after a three day recess and Mrs. Thaw was again on the witness stand. Requiring one stockholder and one director of all railways operating in North Carolina to reside in this State. To enlarge the Capitol at cost of half million dollars. Bills passed prohibiting hunting and fishing without written permission in Martin county. Placing Chowan under the landlord and tenant act i Fixing pay of commissioners of Beau fort county.

Amend charter of Farmville. Establishing a dispensary at Cole- rain. University trustees were' elected in cluding the following from the east: Henry A Gilliam, Warren, John Lamb, Weil, James Sprunt, Chas Whedbee, Ferrebee. Bills passed amending the stock law of Pitt Amending the Pasquotank road law. Increasing pay of commissioners of Hyde.

Giving Goldsboro the compulsory school law. Abolishing the'dispensary at Jackson and prohibiting sale of liquor there. Giving Pamlico the general road law. Establishing a dispensary at BetheL Incorporating the Tidewater Power Co. Amending the charter of Elizabeth City.

Preventing the sale of adulterated paints. Bills were introduced to amend and extend the charter of the Virgin's, Carolina and Southern railway. To protect passengers from paying unlawful rates on railways. HOUSE. The following bills were introduced in the House: To give Beaufort county the road law.

To allow Beaufort county to issue bonds, and allow the town of Washing ton to issue improvement bonds. To protect game in Hertford. To provide for building belt railways in North Carolina. To make it unlawful for any railway. express, telephone or telegraph to give, or for any ono to receive any free pass, frank, or reduced rate ticket or service a lower price than that to other persons, excepting bona fide employees and law yers regularly on the pay roll.

No director of one railway to be given or ac cept free transportation over any other road. To establish a hospital for tuberculc- cis under nine directors to be elected by the legislature, with a special appro priation of $15,000 for establishment and five thousand annually for main' tenance. Bills passed separating the Board of Trustees of the Agricultural and Me chanical College at Raleigh from the board of Agriculture. To make it unlawful to draw or post indecent It tteis or pictures. The bill to establish a fish commis sion was tabled overwhelmingly after a long debate.

HOUSE Raleigh, Feb 22 Bills were introduced for a statue to M. W. Ransom at Washington. To regulate use of business names and co-partnerships. To prevent forest fires.

The bill passed and reading to require compulsory attendance in the public schools 4 months in each year, to be applied upon petition of citizens. There was objection on the third reading and forty counties asked to be exempted, representatives declaring they would not submit to it unless there was provision for a vote on it A bill was introduced in the Senate to incorporate the Smoky Mountain railway. A bill passed incorporating the Elkin and Alleghany railway. Discussion of the passenger rate bill was resumed and consumed 5 hours. The Senate finally adopted the Graham bill for a 2 cent flat rate by a vote of 44 to 3.

The Corporation Commission may fix the rate for roads of less than 100 miles long and' all new or independent roads at not leas than 8 cents. SENATE. To appoint a commissioner of wrecks. The following is the text of the passenger rate bill as it passed the Senate: Section 1 That the passenger rates fixed by the Corporation Commission be reduced for first class fares from cento to 2 cents per mile, rnd second class fares from 2J cents per mile to 2 cento.

Sec. i. That all railroads carrying passengers in 'North Carolina shall is sue interchangeable mileage tickets for 500, 1.000, 1,500 and 2,000 miles, to be nsed by the purchaser thereof in trans portation of any raon or persons he may choose' to travel on said ticket The Insurance Committee on a favorable report on the bill to provide a fund for firemen. Governor Glenn commissioned J. Van B.

Metts, of Wilmington, Lieutenant Colonel of the second Regiment of the National Guard. Presbyterian Building at Jamestown Exposition. The Southern Presbyterians are going to erect a building on the exposition grounds for the purpose of having a home for Presbyterians all over the world and their friends where all may rest and mingle together. This building will have exhibits of historical and current items, methods etc, which will he of general interest The Presbyterians of Virginia are at the head of the affair, but on account of North Carolina's proximity to Norfolk the the Presbyterians of this State will feel a great interest in the erection of this buildinir. A call has been made for donations and ihe local Presbyterians are solicited for contributions, small ot large, any one desiring to make a gift far this cause may place the same in an envelope and mark it "fos Presbyterian building at Jamestown Exposition" and place same in the collection basket next Sunday or hand it to the pabtor, Rev.
