The great struggle between the Southern and the Northern States of the American Union appears to be on the point of commencing.

Tbat great Federal Republic is now shaken by an internecine feud which threatens to dismember the work which the fathers of the revolution adopted such precautions to eonsolidate and strengthen. The foud is not the less intense because it involves the strongest feelings of self-interest on the one hand, and an abstract principle on the other. Those who, believe themselves to be right who have faith iri the inherent viciousness of slavery and ita demoralizing tendencies, both as regards tho freemen' and the bondmon alike stand, in America, in a subdued and passive attitude while those who have a vestod interest in "the domestic institution" are moved by the strongest feelings of hatred and revenge, that can sway men's souls. As regards the latter, all the interests of the Federal Republic are thrown to the winds all the advantages ef combined action for national and patriotic pur could that be done so eflectually as through a Convention. If, when Anderson comes before the court, his detention found to be illegal, he will, of course, be set at liberty, and then will arise questions of international as well as of colonial law, the importance of which, even in the present aspect of the struggle between the North and the South, cannot fail to be considerable.

A LOAN OF $25,000,000. 77 One the most important measures of Congress is the 'bill reported by Mr. Sherman, from the Committee of Ways and Means, calling for a loan of $25,000,000 to carry on the government No one fact could better illustrate the perilous condition of tho country, or madness or, if not madness, then tho impe-cility and wickedness of those now to called upon to administer its great 'affairs. Revolution is bearing off State by State in one direction, while the Federal power, with the ordinary taxation for common purposes, is running -the country head over heels in debt If it is necessary to borrow $25,000,000 to-day, without regard to.war, what will be required when Mr. Lincoln shall be called upon to meet from eight to twelve or thirteen States arrayed against him and his administration.

If such are the reduisitions Of the peace establishment, what will be the cost when war comes or if not war, when the hostile policy which is certain to follow- the-course marked out by so many of the strong and leading men of the Republican party? Loans, credits, debts and taxes are interests which address themselves not alone to the business men of the but to all its material interests. In the simple fact of Mr. Sherman's bill, though it seems not to impress him or the majority of the committee of Ways and Means, we find an argument in favor of peace and conciliation, justice and confidence, which ought to carry conviction to the judeement of every wise and good man ing leisurely by the way of Indianapolis, Cin' cinnati, Buffalo, Albany, and Harrisburg.
