Because of out-of-date appraisals, fees have lagged far behind rising land values the General Accounting Office said in a 1996 report There are 15 600 such permits nationwide, and all will be reappraised during the next five years The current average permit fee for the 60 sites in the Grand Mesa and Gunnison forests is about $400 annually, said Diann Pipher 6f the Forest Service Grand Mesa
