We need a real constitutional convention made up of real people, he said. That way, it can develop a government that serves its people, not enslaves it. McKeithen said he hopes to make the convention a campaign issue for legislators and that voters will look down upon lawmakers who dont want to be excluded from participating in rewriting the constitution.

Louisianas crime problem needs to be addressed, he said, but not by infringing on the rights of honest, law-abiding citizens. One of the most controversial of McKeithens proposals is reforming the states welfare system by offering rewards to welfare recipients whose children graduate from high school. He says if welfare recipients become more educated, they will break the chain of poverty. There are no incentives to do the right things, he said. The only incentives are to do the wrong things.

He said the only requirements for getting welfare are that you refuse to go to work and refuse to get married. Welfare has enslaved an entire generation of Americans, he said.
