Lt. Simmons received a formal apology from Navy Secretary John Dalton and her record was completely cleared. Catullo was censured and is now out of the Navy Reprimands were given to Capt. Clyde Ihrig, the ship's commander, and Capt. Willie Mead, the executive officer.

This is not just a problem in the lower ranks. Two years ago. in testimony before the House Armed Services Committee, Lt. Darlene Simmons of the Navy described her experiences aboard the USS Canopus. a submarine tender.

Lt. Simmons, a lawyer, was the ship's legal officer. Her duties included advising the command "on all matters and cases involving sexual harassment." A rational person might think this would make the lieutenant an unlikely target of harassment. But the harassment of women is not about judgment, good or bad. In the warped view of the sexual predator, every woman is a potential target.

Said Lt. Simmons: "I was sexually harassed on the Canopus from December 1991 until May 1992." The offender was a lieutenant commander named Arthur Catullo, who made it clear that he wanted a sexual relationship with his legal officer. "I always told Lt. Commander Catullo Ms. Simmons testified.

"Lt. Commander Catullo was a married man. Lt. Commander Catullo was one of my supervisors on the Canopus. All of my work was routed through him for approval." The superior officer continued his unwanted advances, both on and offshore.

He sent cards and letters to Lt. Simmons' home. He repeatedly asked to spend time alone with her. Lt. Simmons said he would make comments about her appearance, such as "that uniform does not show your body off in a just light." He made A solid coalition of Republican legislators and other office holders almost removed Louisiana Republican Party chairman MIKE FRANCIS Crowley from office last weekend.
