One of the leading experts on naval matters, in discussing this matter, had "The board of naval officers appointed some time ago to determine what disposition should be made of certain types of ships in the navy will make its report to Secretary Bonaparte before he completes his annual report to Congress.

Representative Wachter of Maryland is after the Bancroft, in the interests of the Naval Militiamen of that state, and as he is Irom Secretary Bonaparte's own state, his application may receive considerable attention. The Naval Mtlitia of that state is said to rank high at the Navy Department, and this news throws a cloud upon the hopes of the Brooklyn battalion, but that organization is a fighter in such matters. Most of the pressure of the Brooklyn men so far has been ut on Assistant Secretary Darling, but as has gone unexpectedly with the board of consulting engineers to Panama, it is. likely Secretary Bonaparte himself will dispose of the Bancroft, although there is a chance of the decision going over until Mr.

Darling's return. Inspectors of Small Arms Practice. The fact that the army is moving to have inspectors of email arms practice is not an evidence that the guard has more advanced ideas than the regulars, but simply that Congress has been parsimonious. One of the best informed officers of the Second Brigade defended the regulars yesterday in this fashion: "Prior to the war with battalion staff officers were detailed lieutenants from the companies to the detriment of these, as it left them short of officers. The reason for this lay in the parsimony of Congress, which would not provide for the requisite officers, as a permanency.

After the war, new. legislation changed this and provided extra lieutenants for battalion adjutants and quartermasters. The National Guard has had all of these, as it is tasy to get officers in tho state service, there being no question of economy involved, and thus has had inspectors of Bmall arms practice for many years, an office unknown to the army, even by detail, each captain being presumed to look after instruction in rifle practice, as part of the instruction of his men.
