State Rep. Scott Mclnnis is one of the rising stars in the states Republican Party, but he may have to run as a write-in candidate for his own legislative seat in November.

Mclnnis, 34, a Glenwood Springs attorney who represents the 57th District, was nominated by his party June 3 to seek re-election for his seat But he failed to file acceptance of nomination within 10 days after that, said Michelle Burton, a staff assistant with the Colorado Secretary of States office. His only option after that was to file a party petition, but those were due at 5 p.m. today, Burton said Wednesday. His option now is run as a write-in candidate in the primary. Mclnnis, who left on vacation shortly after the 57th District Republican Convention, said he returned home late Wednesday to find a message from the Secretary of States office about his candidacy.

Usually, the chairman of the district files all those papers, Mclnnis said. The chairman, John Hanson, just got married and apparently he didnt get those papers filed. Hanson is on his honeymoon in Europe, and couldnt be reached New bonding procedures developed by a Mesa County task force are designed to keep perpetrators of domestic violence from quick release and continued harassment of the victim. In many cases, before a police officer has completed his paperwork regarding an incident of domestic violence, the perpetrator is back home intimidating or even harming the victim. The new procedures should go into effect July 1.

The task force consisted of Mesa County prosecutors, law enforcement personnel, judges, counselors and service providers, said Sandy Dougan, coordinator of Mesa Countys FamilyDomestic Violence Project. Dougan said under old procedures, perpetrators could bond out immediately regardless of any past history of domestic violence. They were issued a summons which required them to appear in court four weeks later at which time they were issued a mandatory restraining order to prevent contact with the victim until the final disposition of their case. What that procedure didnt do, she said, is protect the victim immediately after the incident. Under the new procedures, defendants will be reqired to wait until court convenes the next day after their arrest before bond is set Any prior history of domestic violence will be considered in determining bail, she said.

Higher bonds and stiffer conditions, such as no contact with the victim, may also be imposed at that hearing. Dougan has been training law enforcement personnel about the new procedures which will also entail police contacting counselors from the Domestic Violence Project at the time of the arrest to assist the victim. Counselors will obtain any prior history of violence from the victim and will request that the victim complete a form detailing the incident Dougan is also involved in tracking defendants through the system with the goal of preventing repeat occurences. She estimates she has handled over 250 cases since July. The plan was developed by a 198o task force, which changed the way police handled domestic violence calls.

Before police were mediators, now they are empowered to treat domestic violence as a crime.
