I 143 The Daily Sentinel Friday, November 23, 2001 Carolina governor suspicious of plutonium oversight By TOE ASSOCIATED PRESS COLUMBIA, S.C. Gov. Jim Hodges doesn't want U.S. Undersecretary of Energy Robert Card to supervise shipments of plutonium to South Carolina because of his ties to the company cleaning up the former Rocky Flats nuclear weapons plant in Colorado. The cleanup contractor, Kaiser-Hill is preparing tons of surplus and waste plutonium for shipment to South Carolinas Savannah River Site.

Cards involvement as the former president of Kaiser-Hill does not pass the smell test, Hodges said. Im outraged that there would be a clear financial connection between a decision-maker at DOE and a company 'that stands to make hundreds of millions of dollars if nuclear material is shipped to South Carolina, Hodges said. Card served as president and chief executive officer of Kaiser-Hill Co. until he took the No. 3 post at the Energy Department earlier this year.

He received millions of dollars in compensation when he left the company, according to an agreement he signed with the U.S. Office of Government Ethics pledging to refrain from making decisions that affect his former employer. Card retains vested interests in pension plans at Kaiser-Hill and an associated company, CH2M Companies said Joe Davis of the Department of Energy. Kaiser-Hill stands to make hundreds of millions of dollars in bonuses if it achieves contractual cost and time targets to close and clean up Rocky Flats, according to the U.S. General Accounting Office and the Energy Department However, Davis said, the companys bonuses are not tied to the Energy Departments decisions on shipment dates.

Those shipments had been scheduled for mid-October. But Hodges threatened to block the shipments if the Bush administration did not live up to a 1998 agreement for new missions and jobs at the Savannah River Site to immobilize the plutonium or convert it to commercial nuclear fueL Card, who met in August with South Carolina House Speaker David Wilkins, Greenville, and LL Gov. Bob Peeler, pledged the Energy Department would not ship the plutonium without the states agreement, and he repeated that pledge this week in a letter to Hodges. Guests attending the holiday dinner at Kathy Pierces home Thursday took part in a makeshift quilting bee before settling down for Thanksgiving dinner. They helped put the finishing touches on a pair of quilts that, in Kathys heart, express what Thanksgiving is about this year. Embodied in the red, white and blue quilts Pierce has been assembling for the past few weeks is her gratitude for the opportunity to tell her two sons, Justin and Jason, how much theyre loved. She almost lost that opportunity with Justin on Sept. 11 when terrorists attacked the World Trade Center in New York City.

"I have a second chance to hold my son and tell him how much I love him, Pierce said. Justin, 28, enlisted in the U.S. Marine Corps and, while on duty in the Denver area, earned a degree from the University of Colorado at Boulder. Pierces other son, Jason, 26, is a Marine Corps reservist and lives in Lincoln. As an employee at Morgan Stanleys operation in Denver, Justin was in his second day of a three-week training session at the World Trade Center when the two passenger jets plowed into the twin towers, killing nearly 4,000 people.

Justin was on the 61st floor of the second tower when the first plane struck. He had descended to the 10th floor when the second plane rammed his tower. Justin had been in Gibbon just days before Sept. 11. I knew he was in the Trade Center, Pierce said.

He had been in Gibbon that Saturday to see his granddad who he hadnt seen in about 15 years. She said Justin stays in touch with her, letting her know where his business travels take him. On the day of the attack, Justin phoned her at 8.46 a.m. CST and said, There are some things going on here, and Im fine," Pierce said. Not long after that.

Pierce heard on the radio about the attacks in New York City, Washington, and Pennsylvania. Pierce saved the tying binding the quilts backing with its face so that everyone at the dinner, including Justin and Jason, could have a hand in finishing the quilts. She said Sept. 11 taught her you cant wait until later to let the people you care about know that they're loved. We have to be ready every day." she said.
