RISKY BUSINESS While the most popular shows on basic TV harken back to the morality of the 1950s, the programming on pay-TV seems increasingly determined to test the medium's limits of tolerance. Showtime is now developing "Brothers," the first TV comedy series whose lead character is openly homosexual. The series concerns two conservative, blue-collar brothers and a younger brother who cancels his wedding to tell his family that he is gay. The concept for "Brothers" was in development at NBC three years ago, but was never given the go-ahead. That's the same network that made the creators of "Love, Sidney," the late sitcom starring Tony Randall, tone down references to its lead character's sexual preference.

"Brothers" was developed by David Lloyd, Ed Weinberger and Stan Daniels. Weinberger and Daniels were writers and producers for "The Mary Tyler Moore Show," "Taxi" and the forgettable "Mr. Smith." Showtime has ordered seven episodes of "Brothers," which is scheduled to debut this summer. A Showtime spokesman said the show will be "a groundbreaker in its time in much the same way that 'All in the Family' was in its time."
