Chess Champ's Mother Appeals For Finances By BART KINCH United Press International NEW YORK -The er of America's chess prodigy, Bobby Fischer, who hopes to wrest the world's chess championship from Soviet Russia, appealed today for financial aid so her son can enter the playoffs in Yugoslavia. Mrs. Regina Fischer of Brooklyn N.Y. said she and her 16- year-old son, the youngest international grand master in the world, have saved nearly half the amount needed to pay the expenses for the nearly twomonth long tournament.

"With another $2,000 Bobby could be sure of being able to take pant in this Mrs. Fischer said. Frank Brady, business er of the U.S. Chess Federation, said that if the Fischers do not NUBBIN raise the money within a few days Bobby probably will not be able to panticipate. "Actually, the International Chess Federation has stated that formal notice of availability be forwarded to the federation's headquarters in Sweden by Aug.

5." Brady said. "However, there is a degree of flexibility in the date and I'm sure that if Bobby raises the money by Aug. 10 his formal guarantee that he will play will be accepted." The candidates tournament is scheduled to begin in Bled, Yugoslavia on Sept. 6 and will last until Oct. 31.

This will be an elimination tournament and the winner will face the present world champion, Russia's Mikhail Botvinnik in 1960. Mns. Fischer said that from March to June Bobby represented the United States in international chess events in Argentina, Chile and Switzerland. He won $500 which he is using to help defray the expenses of the upcoming Yugoslav trip--if he can make it. 7, 14, 1959 Veteran News Pension proposals before Congress undoubtedly have accounted for numerous inquiries on veterans' pensions by Pittsburgh area veterans, the local VA office reported today. The inquiries uncovered misconceptions held by many veterans. Chief among these pertained to the matter of age as a determining factor in eligibility, Alvin Guyler, Manager of the Pittsburgh regional office said. No veteran pension based solely. on age is authorized for World War I.

World War II or the Korean war veterans. However, pensions may be granted eligible veterans of these wars who are permanently and totally disabled from non connected causes. Veterans must have been discharged under conditions other than dishonorable after at least 90 days service. The VA official emphasized that service of 90 days required if the veteran was discharged for disability incurred in line of duty. Non-service connected disability pension is payable only if the veIteran's income does not exceed $1400 without dependents or $2700 with dependents.

The monthly pension rate is $66.15. The nate is increased to $78.75 after ten years or when the permanently and totally disabled veteran reaches 65. Veterans entitled to pension who become blind or are so helpless as to need the regular aid and attendance of another person may be eligible for $135.45 per month, the VA official said. News Briefs EXHIBIT PHOTO RIPPED MOSCOW K(UPI) American Exhibition officials said today that two photographs in the exhibit's "Family of Man" display were torn down by a Nigerian visitor who immediately was taken into custody by Soviet police. The Nigerian, not otheriwse identified, claimed the pictures were "unobjective" portrayals of the Negro race and ripped them from the wall after exhibition officials refused his demand to remove them.

COUPLE CAUGHT SHORT HOLLYWOOD (UPI) Margaret O'Brien, who on her 21st birthday last year collected an estinated $300,000 saved from her earnings as a child star, was nearly unable to pay $2 for a marriage license Thursday. Neither Miss O'Brien nor her fiance, Harold Robert Allen 24, could muster the necessary cash after a marriage bureau clerk told Allen that checks were unacceptable. A news photographer quickly stepped up and cashed Allen's check for him. The wedding is Saturday. For QUICK Results- A Notes CLASSIFIED AD--Do It Today HOLLYWOOD Flame-haired actress Jil St.
