Malloy, chairman ot the military science department, replied that Creighton, 19, was graded "F" because he didn't measure up to the standards of lh« course. The sdudent, who was given an "A" at mid-semester, said he had appealed the flunking grade. He was among sluclents who picketed in December demonstrations favoring a voluntary military training program. ROTC is a'required course for all freshmen and sophomore al California. Col.
