ira I NEW RATES ARE ALL RIGHT. Noted Actuary Discusses Conditions and Says Members Have Been Getting Insurance Too Cheaply. Brooklyn Royal Arcanumltes, especially those who were present last night in the Br.ptist Temple to hear Abb Landis, of Ten nessee a fraternal actuary of national rep utation, speak of the new rates, received a Jolt that shook them up considerably. In the first place they were told that because they had been receiving insurance protec tlon in the past at a much less rate than It cost it made no precedent why they should In the future. Then, too, they were tola that if the order was to be a permanent one a radical change from sentimental rules to business ones must be made.

There must be less fraternity, they were told, ana more business methods in conducting benefit fund. Otherwise the order would be a financial wreck in a few years. Seldom has a crowd of men gathered In which there was bottled up so much con centrated indignation as the one that crowded the Baptist Temple last night. There were more than 1,000 present at 8 clock, and, save in the case of two women in the gallery, and the reporters, every one was a member of the Royal Arcanum. A large per cent, were gray-haired and bearded, in dleatlng that they had passed the mark of 65 and had been made an especial mark In the new rates.

Nearly every man there questions ready and was primed to get them oft at the earliest opportunity with an incidental speech. This condition of things was expected by Mr. Landis, who, shortly after the opening hour was escorted to the platform. The presiding officer was Samuel N. Hoag, grand regent of the state, and In Introduc ing the speaker of the evening Mr.

Hoag spoke feelingly of the situation that the members of the order found themselves in. Mr. Hoag soon found that the temper of the audience was on edge, for when he as eerted that further, discussion of the new rates was unnecessary there were murmurs all over the auditorium that the speaker was mistaken. In Introducing Mr. Landis the chairman then said that he wished there might be a method in discussion and lie said that the speaker of the evening was willing to bear questions in advance that might be answered during the address or at the end of the address when the speaker had given his views.

He then Introduced Mr. Landis as a member of the order and celebrated as a fraternal actuary of national reputation. In introducing his theme Mr. Landis re 'peated what Mr. Hoag has said about ques tlons and he had his hands full for about twenty minutes.

One man, 66 years of age, who announced himself as "one of those frozen out," asked the reason for the huge fcjcrease between the rate at 64 and that at to. This and other questions were rapidly rea at toe speaker, some of them of a Der onal nature as to suggestions he bad made in the past about rates and a table he had fixed up for another order, and then the speaker got down to work. He held the crowd there for the most part until he finished Bhortly before 11 o'clock, giving them facts and figures to prove first the necessity lor the change, then the necessity tor the change now and, lastly, urging the equity oi me new rates. Mr. Landis first said he would ask a question and then endeavor to answer it.

The question was: "Was a change necessary or could the order go on successfully under the old plan?" This question, he said, would ce naturally roilowed by another one; "Will another change come, or is this the ultimate plan?" The third question to be disposed of, he said, was the one whether the new rates were equitable and fraternal or Just between member and member. The speaker then desnrihorf th now in which he came to be interested in the study cf Insurance expectation and mortality tables uxea ana immutable laws which, be said, govern such things as they do any other fact In nature. Neither average age, ror death rate nor life expectation-, he said, has anything to do with a level and uniform rate for life insurance. The science of probabilities in relation to mortality, he said, is as much a science as that of astronomy or any other science where mathematics figured in the calculations. Ho spoke of cooperative effort for protection in the form of Insurance or death benefits as having been successful for 400 years, but only in those cases where they were established in uiiMunuiiy to nature's laws.

These were all wrong, the speaker insisted, when viewed by the experience tables, and the inevitable time came when a change was neces sary, it was a case, be said, where insured and insurers were the same and an obligation was accented that was nnt in that it did not take into account the fixed nuu immuiaoie cost or insurance. The argument was used at the time, he said that the fraternity part of the order would take care of the difference. Fraternity had been tested in its relation to business, he said, and the time had come when there should be less fraternity and more business if the wruer was to oe saved. After an explanation at length as to whv the rnf hnrf been fixed as they were Mr. Landis declared bis belief that with them In force the order would be on the same business policy as oidT line companies, and that there would never Do need for any further change.

In conclusion the speaker said It was his honest conviction that when defended by equity end justice the new rates were what they should be In order to save the society and put It upon a permanent and successful business basis. In effect he said that everybody in the order, up to the present time, tifld been getting Insurance protection too cheaply, and the protest was not being made fven now that the rates were not fair when looked at in the light of the experience tables. Every protest was being made from a selfish viewpoint, he said, each member protesting, not because the new rate was lint a fair one, but that it made him pay so much more than he had been paying. At the conclusion of his address Mr. Lan-Iflls was heartily applauded and for an hour afterward ho held an animated discussion with a large number of those who had listened to his address, but who wanted more definite information about facts and figures merely mentioned during the speech.

CHURCH ACTIVITIES BEGUN. The Rev. Paul Wlenand, pastor of Christ German Evangelical Reformed Church, IXVyona street, between Jamaica avenue and Fulton street, will occupy his pulpit on Sunday. The Wyoua Choral Society will render "Uralse the Lord," by Emmerson, and the Junior choir will sing a chorus. The jinstor will again preach in the evening.
