17-8-6-187 Rep. Carl Hinshaw Dies Washington CP). A veteran Pasadena Congressman, Rep. Carl Hinshaw, 62, died last night in the Bethesda, naval hospital. Hinshaw, a native of Chicago, 111,, was serving his ninth term in the house.

He was admitted to the hospital July 27. His death was attributed to extensive pneumonia complicated by congestive heart failure. He is survived by his widow. Mrs. Roberta Hinshaw, who was at his bedside; two sons, John of New York City and William of Berkeley, and his mother, Mrs.

William Wade Hinshaw, of Washington. Hinshaw represented the 20th California district, part of Los Angeles county. He was born July 28, 1894, in Chicago, educated in Chicago public schools and later at Valparaiso University, Princeton and the University of Michigan. An engineer by profession, Hinshaw served in the. first World War as a captain.

He was employed first as a lo-borer and then progressed to various managerial capacities in automobile manufacturing and sales until 1927. Hinshaw later entered the in vestment-banking field and moved to Pasadena in 1929. lie subsequently became interested in the real estate and insurance business. His full name was John Carl Williams Hinshaw, but he was known more familiarly as Carl Hinshaw. He entered congress January 3, 1939 and had served nine terms.

He was a member of the house interstate and foreign commerce committee and the joint senate house committee on atomic energy. TWO DIE IN FIRE Palmdale Wl. By Wayne Ilaroert Sacramento ifi'h California school districts may someday get regular apportionment from the state to help them pay for new schools, just as they now get state money for running the schools.

Assemblyman Walter I. Dahl (It-Piedmont), said today he Is preparing a bill with that provision for introduction in the legislative session opening next January. It is one of the recommendations of an assembly education subcommittee on public school construction costs, which Dahl heads. "The procedure for extending school building aid should be on the basis of a defined amount of state money for each unhoused child in eligible school districts," the subcommittee recommended. The state has provided districts with more than half a billion dollars during the last nine years for construction of classrooms and other facilities, the subcommittee found.

Rut it also learned that about 200,000 pupils are still attending double session classes. The subcommittee spoke of "the failure of the school building aid programs to keep up with a continually growing need." The state has obtained the money to lend to districts by repeated bond sales, the first issue approved by voters in 1947. The newest bond proposal, this time for 100 million dollars, is being submitted to voters this November. Because of the continuing population boom, the subcommittee said, the state discontinue thinking of school construction needs as an emergency problem and put it on a permanent basis. That would help to eliminate such crises as one now facing needy districts, Dahl said.

The state has only $26,362,000 left from the last bond issue. The allocation board was warned by its staff last month that the till may be empty for as long as three months until the next bond money is available. The board was also told that "before the end of 1957 all funds including the new 100 million dollar bond issue authorized for new applications will be exhausted "This will leave a period of more than a pear before another bond issue could be submitted to the electorate." The board was advised that maybe it had better ask the Leg islature "to make more than 100 million dollars available by such means at it finds advisable" to meet the emergency. The education department has advocated the same change fa vored by the "subcommittee. Dr.

Frank M. Wright, associate super intendent of public instruction says the department would like provision for "a fixed number of dollars per pupil, depending upon the type of construction and the number of square feet required."
