(N.C) TIMES-NEWS Tuesdoy, Sept. 25. 1973 5A Emotion Builds As GOP Showdown Approaches RALEIGH (AP)-North Carolina Republicans, who flexed their muscles last year to win control of the governor's office, now face the prospect of ousting their statechainuan or chastizing-their first chief executive in more than 70 years. Emotions have flared repeatedly in recent weeks as incumbent chairman Frank House and challenger Thomas S. Bennett, a Morehead City attorney, sought support at county conventions.

Normally a quiet affair that attracts little attention other than at the state convention, the Rouse-Bennett race for party chairman is considered by some as a major test of Gov. Jim Holshouser's strength in his own party. Rouse, a fencing contractor who has headed the regular party structure for two years, challenged Holshouser in the 1972 Republican second primary by working publicly for his opponent, Rocky Mount businessman James C. Gardner. He has been at odds, publicly and privately, with members of Holshouser's administration.

Bennett, who also backed Gardner in the primaries, was handpicked by Holshouser as his choice for the chairman's job. Holshouser, adding to the strange nature of the race, became Bennett's campaign manager. With six weeks to go before the chairman will be elected at the state convention, Rouse and Bennett have a month behind' them in face to-face campaigning similar to that usually reserved for gubernatorial elections or other major races. As a result, county conventions held during the last three weeks frequently featured one, sometimes both, of them as Rouse and Bennett sought commitments from the 3.994 delegates who will attend the state meeting in Raleigh The candidates differ in their assessment of the race. "I feel great," said Bennett.

He estimated that 2,300 delegates were committed or leaning toward his candidacy. Rouse, claiming the support of "a majority of the county chairmen--and a majority of the people," said he could not African Zoo Section To Be First GREENSBORO (AP) The operations manager for the planned North Carolina State Zoo" says the African section probably will be the first to open at the zoo site near Ash- ebord because African animals are easiest to obtain. In other action, the North Carolina Zoological Society announced its major fund raising drive for the zoo will begin in January following an October membership campaign. Gov.

Jim Holshouser will proclaim October as Zoo 'Month. James D. Little of Wilson was reelected chairman and Ernest Greup of Durham vice president by. the authority members. estimate his delegate support "It's going to be awfully close," he added.

Campaign emotions that spilled over on the floors of county conventions have added to the uncertainty. Floor fights or preconventiqn disputes erupted in several counties, including Cumberland, New Hanover, Pitt. Rowan and Edgecombe. Their delegations may face challenges at district GOP conventions starting Oct. 6 or, if not then, at the state convention.

In PittCo'unty two slates of delegates and alternates were selected for the district and state conventions, along with two slates of new county offices. At Fayetteville pro-Bennett forces complained they were blocked from an effective role in the Cumberland County convention by armed security guards who would not allow them into the meeting room until precinct meeting places had been assigned. The precinct assignments were made by code that was announced" only minutes before the scheduled meeting time. Some delegates did not find the proper areas until after the precinct meetings were adjourned. By their reckoning, Bennett appeared to be running stronger in the eastern counties while Rouse was dominant in the west.

The populous central Piedmont was a doubt for both, but Bennett claimed to be in the lead. "The show of support was very encouraging, and I feel confident we will cam' a sizeable majority of the larger and more populous counties of the state," Bennett said. Rouse said he based his "aw- ful close" assessment on talks with county chairmen. "I don't have anything to give them, so there's no reason why they shouldn't give me a straight answer he said. "There are a lot of people undecided, even now.
