Bryant, CHARLOTTE (AP) Members of the Board of Governors of the University of North Carolina system, in some of their first official action, have adopted a code for operation the system's 16 campuses, The action came after 34 members of the group were sworn in Friday. iMecklenburg Superior Court Judge Fred H.

Hasty administered the oath. They met on the campus of the University of North Carolina at Charlotte. In other action, the board approved a companion code that defines rights and responsibilities of each institution's trustees. The board also voted to intervene in a federal court suit involving North Carolina Centra' University Chancellor Albert Whiting and the Durham school's student newspaper. At issue in a suit now before the 4th U.S.

Circuit Court of Appeals are publication funds derived from student fees, anc the paper's editorial policy in opposition to integration on the predominantly black campus. The NCCU chancellor, opposing the paper's policy, withheld student fees. Taking the matter the problem by abolishing the paper. The ruling prohibits funds or fees collected from students from ever being used for publication of a student newspaper. Gov.
