Public Record Of County Budget Schools Called Whipping Boy BY SONDRA J. HARRIS Times News Writer GRAHAM The schools have been the "whipping boy" of the Alamance County budget for too long, Dr. Robert Nelson, superintendent of the county schools, told a group of parents and educators Thursday night. He said a tentative budget proposal by the county commissioners calls for a 28.2 per cent reduction in the allotted the county schools last year.

The proposal calls for a 2.1 per cent reduction in the current expense budget below that allotted the schools last year. The county schools' budget request is for some $3.5 million, of which about 2.8 million will be for current expense, and $695,665 will be for capital outlay. For the 1975 1976 fiscal year, the school board received a budget total of about $2.5 million from the county, about $43, 600 less than the capital outlay budget allotted the schools for the 1974 1975 school year, and about $523,500 less than the requested current expense budget. Nelson said Thursday that the commissioners are "political beings" who want to hear citizens say they would be willing to vote for an increase in the tax rate. In order to give the schools what they want, an additional six cents would have to be added to the proposed county tax rate of 94 cents per $100 valuation, making next year's tax rate $1.

Nelson said the county manager told him Thursday that the commissioners are prohibited by law from giving the schools less money this year than they got last year. "The worst we can expect apparently is the same we got this year," said Nelson. He said the budget would have to cover a five per cent increase in pay for teachers and the increase in utility bills. He said that if the county schools "are forced to live with" the reduced budget, they will have to eliminate some attendance counselors, teaching aides, locally paid teachers, guidance counselors, cut out the vocational rehabilitation program, stop reimbursing the teachers for travel, cut out of state travel, and cut off the air conditioning, and do away with other operations. Then the school system would "just barely make it," he said.

Nelson said that while the schools' budget has been cut the county's budget has been increased, naming an 11.5 per cent increase in the administration of the county manager's office; a 14.5 per cent increase in printing; and a 77 per cent increase in the planning department's budget. He urged the county school supporters to attend the public hearing on the county's budget to be held at 4 p.m. today at the Superior courtroom, Courthouse Square in Graham. Man Is Charged With Manslaughter A Burlington man has been charged by Burlington police with running a red light and manslaughter in connection with the January, 1976, death of a Miami, woman. Donnie L.

Martin of Pine Valley Mobile Home Park was arrested at 6:20 p.m. Tuesday at the mobile home park and charged by Burlington police with manslaughter in connection with the Jan. 26 death of Ms. Nina Mitchell Lamar. The arrest was delayed, according to law enforcement officers, because Martin had been hospitalized as a result of the accident.

The accident allegedly occurred about 10:03 a.m. on Jan. 26 as Martin drove north on Beaumont AVenue and struck the car driven by Lamar, which was going north on Mebane Street at the time of the accident. The impact drove both vehicles into a telephone pole. Both vehicles overturned landing 60 to 80 feet from the point of impact, according to the police report.

Break In Method Repeated Alamance County deputy sheriffs are investigating the second break in and larceny in three days in which the vandalism of the property was so extensive that law enforcement officers' efforts to obtain basic information has been hampered.

Unidentified persons broke into the Worth Mason home on the Smith Store Road between noon and 7:25 p.m. Thursday, according to a sheriffs deputy. The exact amount of the property stolen has not been determined, deputies say, because of the extensive vandalism of the property during the break in and larceny. Three days ago, unidentified persons extensively vandalized a Burch Bridge Road residence during a break in, deputies say. Break in Broken up Burlington police arrested a juvenile and a 18 year old boy early Friday morning during the apparent break in of a Burlington business.

POLICE BLOTTER Brady Is Named To State Board RALEIGH John David Brady, a Burlington businessman, was named today to the state Health Insurance Advisory Board, Gov. James E. Holshouser announced. Brady was one of seven new members appointed to the board; one member was re appointed. A native of Chatham County, Brady is employed by the TtanSouth Mortgage Corporation and attended Elon College.

A Republican, he was defeated in 1974 in bid for a seat as county commissioner. Reappointed for a term expiring Sept. 15, 1977, was John W. Googe of Winston Salem. Named for terms expiring Sept.

15, 1977, were Brady, Dr. Charles D. Watts of Durham, James J. Booker of Winstori Salem, and Mrs. Mary M.

Police say the two were arrested in side of the Bur Gra Packing Co. at 516 S. Anthony St. after they had allegedly entered the building through a side window. Damage to the window and a vending machine in the building is placed at about $200.

Traffic Accident A two car accident on North Church Street Thursday afternoon resulted in about $1,000 in property damage and one driver charged with falling to make a movement in safety. John D. Kilsinis of Friendly Road, Burlington, was charged with allegedly failing to make a movement in safety when the 1959 Dodge he was driving struck a 1968 Lincoln driven by Barry prestigious and coveted award given in the club, the members picked Morrow who served as second vice president and external vice president of the Graham Civic Center at the time of his death. James Harold Bush was presented the Salesman of the Year Award by Chuck Couch, chairman of the Blind Products Sale and certificates of appreciation were given to Dover Moore, Clyde Morrow; Daffie Riley; Graham Lady Lions, Chuck Couch, Troy Pugh, Harold Bush, Melvin Russell, Ron and Cheryl Blalock and Boyd Payne. Entertainment was Kernodle Installed as Lions Club President MODEL ROCKETRY A Model Rocketry Demonstration and Contest will be held Saturday at the Holly Hill Mall parking lot beginning at 1 p.m. The public is invited to the event and youths 18 years old and under may enter the contest which will follow the demonstration. Classes in the contest are: craftmanship, spot landing, parachute duration, altitude.

Trophies and other awards will be presented in each class. The event is sponsored by the Alamance County 4 Jefgo Toys and Handy Crafts Ltd. OPEN AIR MEET An "Open Air Meeting" will be held Saturday at the recreation area of Crump Village Apartments off Apple St. beginning at 5 p.m. Ministers Harry Cohen and Larry Blackwell will officiate and the public is invited to attend.

In case of rain, the service will be rescheduled. The program is sponsored by New Covenant Holy Church. SHOW An art show will be held on the courtyard of Front S. Methodist Church Saturday from 1 until 3 p.m. with about 100 works on display.

Students from grades 12 are having this show, their first, and medias dealt with include clay, pencil, watercolor, charcoal. The show is free to the public. REPORT MEETING The board of directors and the firemen of the Eli Whitney Volunteer Fire Department will conduct their annual report meeting at the fire station June 15 at 8 p.m. The meeting is open to the public.
