The city-basid television station is changing its call letters and increasing its broadcast power. eserve Recognition WDAU-TV, Channel 22, officially changed its name to WITH at one minute after midnight this morning. At the same time, the Scranton-based station switched over to a brand new tower and transmitter facility that gives it the second most powerful signal in the state. In related developments, the staion's owners unveiled a new logo; placed into service a jet helicopter with broadcast capability, and announced the hiring of two on-air personalities.

The newest additions to the Channel -22 news staff are sports anchor John Nugent, who comes to WITH from Gainesville, Florida, and weatherman Paul Heppner, formerly of WNEP-TV, Channel 16, who will become chief meteorologist. Both will be introduced during the 6 p.m. and 11 p.m. newscasts on WYOU on Monday, Oct. 20.

WYOU vice president and general manager Garry Ritchie said the designation of the call letters WYOU is exclusive in the nation to Channel 22 and its owners, Diversified Communications. "The WYOU name represents not only the beginning of new ownership, but a station rejuvenation in operations and image," Ritchie said. "We're making a commitment to total community service." The new transmission facility, which Channel 22 used for the first time during its 11p.m. newscast Wednesd3y night, was constructed over a three and one-half month period at a cost of more than 62 million. Located on Penobscot Mountain, the transmitter is the most powerful in Northeastern and Central Pennsylvania, and the second most powerful in the state, according to Ritchie.

It also provides the widest stereo separation of all the TV stations in the area, he said. Tower construction and transmitter installation was coordinated by WYOUTV chief engineer Joe Balkan and Diversified Communications' engineering consultant Ray McMillan. Ritchie said that, with the stronger signal the transmitter will provide. WYOU will be able to extend its broadcast area to as far as Williamsport, Hazleton and Pottsville. Viewers in those areas, who previously had trouble receiving Channel 22's picture "off the air" (without cable service), now will get much-improved reception.

Station officials said a simple adjust ment to the antenna might be required for viewers in those cities. The television setting for receiving the station will remain unchanged, and the station's headquarters and broadcast studios remain at 415 Lackawanna Ave. in downtown Scranton. The station's new logo will be red and blue in color and will feature a heart graphic. New theme music also has been added.

A special give-away promotion will highlight the change to the new WYOU call letters. Station officials said commemorative pencils bearing the YOU logo and shaped like a heart are now available to everyone at all Pizza Hut locations. They will be distributed free of charge, with no purchase necessary. WASHINGTON Baseball fans and network series fans split tonight as Channel 16 brings you live (at 8) Game Two of the National League playoffs between the New York Mets and the Houston Astros at the Astrodome. The Astros won Thursday's opener, And, what, you may be wondering, has Bill up his sleeve for you tonight on "The Cosby Show" (Channel 28 at 8).

I don't think you're gonna wanna miss it! Grandma and Grandpa Hatable are celebrating their 50th wedding anniversary, while Clair brings up the subject of hers and Cliff's 25th. The Count Basle orchestra will be on hand with "April in Paris" and the senior Huxtable's favorite, "Shiny Stockings." And, get this, there's going to be another one of those great Hatable family lip-synes to James Brown's I've Got a Feelin'." And I've got a feelin' that I'll watch baseball later! FEEL LIKE DANCINe? But with the influx of newer, and oft-times younger, cast members, many of the talented people we've grown to know and love have fallen by the story-line wayside. They're only brought out of mothballs when they're needed to tie up loose ends for other characters on their shows. JUDY ILIINDCA Tune in Tonight That's a pity! One of daytime's most underrated actors is Quinn Redeker, who portrays Alex Marshall on "Days of Our Lives." Quinn hasn't had a real front-burner story line since the return of "The Phoenix's" (a.k.a. Stefano DiMera) reign of terror two years ago.

Quinn is delicious to watch when he's playing the conniving Alex to the hilt. The character can be so mean that you feel he's tmredeemable, but then he shows you hi0 softer side and you almost feel sorry for the guy. Quinn plays one of the best villains on daytime television when he's given a story line! Judith Chapman is well-known to daytime audiences for her portrayal of such wicked ladies as Natalie Hughes on "As the World Turns," and Charlotte Greer on "Ryan's Hope." Since Judith has joined "General Hospital" as Ginny Webber, her talents have been grossly underused. She's been relegated to a back-burner story line while "GH" has turned into the "Felicia and Frisco" show during the past year. Take Ginny and Judith out of mothballs and let her stir up some trouble on the show.

Candice Earley's Donna Sago on "All My Children" is a bad girl-turned good girl, who has all but disappeared into the woodwork since she married Benny earlier this year. Candi and Donna deserve a story line. "As the World Turns" headwriter Douglas Marland is to be commended fur bringing the multi-talented Kathryn Hays (c.o.) back into the forefront when he included her in his "who killed Douglas Cummings" story line. Kathryn's role in the murder mystery was interesting, and it was good to see her back after literally years without a story. The list of actors whose talents are underrated and under-used on the daytime soaps is too numerous to mention here.

Let's hope that the shows bring back some of our long-time favorite actors and characters who are now languishing in story line oblivion. Tune in tomorrow to see if the powers that rule on the Soaps discover the error of their ways. They include long-time cast member Ava Haddad, who played Cassie Ceronal; Cain De-yore as Chip Cooper; Julieann Johnson as Joy O'Neill and Ted Marcoux as Rob Corenal. Sheri Anderson and her real-life husband Joseph have joined "Guiding Light" as the shows new co-head writers. Sheri comes to "GL" from her head-writing job on "DOOL." Joseph was a producer on "Love of Life' before the show was canceled by CBS. A reliable source told me that there won't be any mass exit of -GC" characters I and actors). as is many times the case when there's a change in writers.
