STAFF Times Staff Writer City Councilman Michael Mclnuk after saying his tomments should not Powell, TV Station Settle Leaal Battle He also suggested that the city consi der the possibility of building the arena in the 200 block of Wyoming Avenue or at the former Marvine mining site nif Interstate Koute 81 bordering North Scranton Dunmore and 'Ihroop Council President 5illi.im Gerritv said Melmck made several good points which should be addressed by the arena authority Councilman Thomas Comerford. a strong backer of the proposal, said the reason the South Washington Avenue site was selected is because the city already owns the land While the 200 block uf Wyoming Avenue might be a good location lor the arena, Comerlord said he is oj-posed to the Marvine site because the project would not be downtown Councilman Thomas Gilhooley, who along with Comerlord is a legislative liason representative to the arena authority, said he would reserve comment until he had a chance to study Melmck comments SPA and Steamtown USA, to discuss the proposals contained the feasibility study conducted by Touche Boss, an accounting firm While McNulty said issues raised by Melmck will have to be addressed, he said the feasibility study does anticipate the need for additional parking and $1 5 million is included in the finance package to pay for more spaces The city owns the land on which the arena would be built but Steamtown has been disignated as the occupant Although the feasibility study esti mated the cost for the arena construe tion at $17 5 million, Melmck said he would like to see an architectural and engineering study performed to determine more exact costs Melmck suggested a parking and traffic study should be conducted to determine where parking could be provided and whether it will be necessary to widen South Washington Avenue to handle the traffic the debt service lor the arena One problem with that idea. Melmck noted, is that there are only 300 park ing spaces in the lot and those 300 spaces would not produce nearly as much revenue as the feasibility study estimated Providing an additional 1,300 spaces at ground level. Melmck said, would cost $2 million and would require even more land than needed for the arena construction A parking garage that the councilman said, would cost $24 million Another problem, Melmck said is that the Scranton Iai king Authority, which owns the lot on South Washington Avenue adjacent to the proposed arena site, needs the revenue from that lot to meet its own bond payments and to finance the repairs needed at its garage at North Washington Avenue and Linden Street The Municipal Auditorium Authority, Melmck said, should meet with the peels ol a recently released arena feasibility study, Melmck also suggested two other possible sites for the projeel Melnit also said he thinks the arehl teclural and engineering estimates should be prepared quickly Jt least within the next three months before the iity will have to decide whether to guarantee the $23 9 in bonds issued to finance the construction The bonds were initially issued for 90 days in December and then reissued lor another 90 days on Tuesday Authority Chairman Joseph McNulty today said the additional 90 days should give the city officials the time they need to review the feasibility study and make a decision on guaran teeing the bonds Melmck major concern, he said, was the portion of the feasiblity study that saul the proceeds from a 1 600-space parking lot could be used to meet television By JOSEPH X.

FLANNERY Times Special Writer A settlement has been reached in the 15 month legal battle between Tom Powell, former, news director ol W'OAU TV, and the station's management The accord was announced today in a joint statement released by Michael presider of WDAU. and Powi II While financial ti rms of the settlement were not disclosed it was clear that Powell will not be returning to his old job Fiorilc said WPAU is "very happy to count him as a friend and supporter and olfers him our best wisnes for the future in all his endeav ors Powell was in charge of the news on WDAU from the day it went on the air in 1953 until January 1985 when he was dismissed despite his claim that his contract was still in force Powell dismissal came in the wake of WDAU being purchased by South- Since leaving WDAU, Powell ha; heen in the public relit ions business ccssiully with any news or gamation Powell also praised Finnic saving he has the ability to lead the station back to its rightful position in the market, providing the community with the kina of competitive climate it deserves 1 am personally appreciative of the courtesy and good will Mr Fiorile has shown me and I wish him and WDAU every success In his 32 years with WDAU.
