Mr. I must ask (the pardon of your many reader's for asking a place in your columns for this communication; duty as a citizen of Norih Carolina impells me thus to ask the favor. My object is to bring to the notice of the pub-lie a system which is being carried on in North Carolina very much, I permitted to say, to the injury of her interests. The State has but recently embarked in schemes of internal improvement, the purpose of developing her many resources of wealth, thereby creating and taking upon herself a heavy debt none of which schemes of improvements have been a paying investment to the State. The subject to which I allude, is the system of dead heads on Railroads.

If every dead head that rides on Railroads, in North Carolina were to pay and then thely were to ride as much as they do now, the stock of every road in the State would be far more valuable than it is to day. The custom' is now, if you ever have been a conductor of a passenger train or freight train on any road if only for six months -you are entitled to ride free on all Railroads in North Carolina for life, at the same time they get such pay as they are satisfied with during their term of service as conductor. If a person should work on a Railroad in any capacity, he is entitled to his free ride, though he gets at the time, as per agreement, a satisfactory remuneration for his labors. If a hotel keeper chooses to feed a conductor or en-frineer for price, lie expects a free ticket. What is it to mean the people, whether he charges halt or full that is a matter for the conductor and not the Railroad.

There will always be those who will take births as Railroad employees and pay full hotel rates if necessary. Should some one be living on the line of the Road hen in course of construction you will find them very anxious to have a turn out near by them; locate it and employ them to attend to it and they want to ride for lite free on all Railroads. We say off with dead heads on all North Carolina Railroads. We want none your land sharks or shin plaster shavers riding over the Railroads of the State free, for the purpose of speculating on some part of the community. We say off with dead heads on all Railroads.

Let none ride free except the officers and employees of the Road, and on the Road of which the party is an employee or ar officer, only extend no farther and that on business of the Company. Mr. Editor we want no dead heads, let all pay their ay through the world, and it will be greatly to the benefit of North Carolina, under her present system of internal improvements. We think no man has a right to ride out, free, the subscriptions that another has made to any project of improvement. We say, then, off with dead heads, especially Railroad dead heads, and let all who ride, pay.

Dear Progress A special term of the Superior Court of Cumberland; appointed by Judge Saunders at the Fall session in November last, will be held in this place next week; his Honor Judge Heath will preside. The bill appropriating four hundred thousand dollars to aid in the completion of the Western Railroad was, on Thursday last, accepted by the Stockholders by a very decided majority. Resolutions of thanks were passed to our able repre wntatives in the Legislature and the efficient and energetic President of the road, for the zeal and interest manifested by them in securing the bill. Our Commoner, Wm. McL. McKay, has himself an enviable reputa-twm-a self-made man of indomitable spirit, he has 'toggled manfully against the CAvils of a sneer-g world until now he occupies a prominent po-itJon at the bar and in the legislative halls.
