WASHINGTON, Aug. 17. UP The Office of Price Administration today reminded motorists who still hold the old type and gasoline ration coupons to exchange them for the new mileage ration coupons between Aug. 23 and Sept. 1.

UP Carl C. Kiger, 49, city commissioner and vice mayor of Covington, and his sn, Jerry, were shot to death early today as they slept in their summer home near Florence and his wife, Mrs. Jenny Kiger, 38, was wounded by the unidentified assailant. Sheriff Jake Williams, of Boone County, reported that Kiger's daughter, Joan, 16, aroused by the shots, seized a pistol and fired at the slayer, but apparently did not hit him. The slayer then fled from the home.

Williams said that two .38 calibre pistols were found at the bottom of a cistern near the house and a third pistol was found in the house. All had been fired recently, he said. Robbery was discounted as a motive becaiwe money was found in the house untouched. T. Brown to his father, R.
