JOANN CHAMPION Belmont Up In The Sky Back in the days when winning the Republican primary election in Vermont was tantamount to winding the November election, most of the states daily -Newspapers flexed their endorsement tactics in the primary contests.

When Democrats in Vermont actually began to win November elections again, the Indorsement emphasis shifted to the General Election irpmpaigns. 1 But theres no law that says that has to continue, and 2in supporting Mayor Jeff Wennberg in the Republican primary contest for Congress, this particular daily is -conscious that all three of the GOP contestants are ifrom Rutland County. So it is a unique position from i iwhich to have examined all three candidates at close Irange, and make judgments accordingly. Clearly, from the standpoint of activity in the public sector, Mayor Wennberg has far more experience than either of the other two Republican candidates. Despite nay-saying and bellyaching that is endemic in a community of this size, the mayor has been an ener-igetic leader at City Hall.

He helped give impetus to the downtown improvements which are the first step -toward the major betterment of Rutland Citys down-Itown. On the regional and state level, Jeff Wennberg has jhad much more of a career in public matters than his opposition. He has been an officer of the Vermont League of Cities and Towns, and spent a fair amount of jjlime in Montpelier during legislative sessions. It is true Ithat the League seeks to look out for the interests of cities and towns, but its logical that the mayor of a city should be part of that effort. I He has taken criticism from both the left and the right, which brings up the point that theres nothing 3 wrong with being in the center.

Because what Mayor 5 Wennberg espouses is based on his first-hand experi Faster than rising inflation, more powerful than a Democratic tax plan, able to leap over the Democratic Congress in a single bound. Look! Up in the sky! Its Quayle! Its Air Force One! No, its President Bush! Yes, President Bush, strange visitor from the Republican National Convention, who came to the White House with powers and abilities far beyond those of liberal Democrats. President Bush! STEPHEN CABLE Rutland I Stridence and Diligence For many years law-abiding Vermont gun-owners have been' waiting for the Herald to defend the constitutional right to owq! firearms with the stridence and diligence with which it defends; its own First Amendment rights. In the Aug. 12 editorial it came close. All one has to do ifi; change two words and delete one to have the Herald speak out against erosion of Second Amendment rights.

Once a (nation) allows its constitutional rights and responsi; bilities to be even slightly violated by agencies of government! it might as well lower the bards entirely and invite government employees to enter the premises and search for be there. Under such circumstances this country could no longer claim to have a free and independent (population). Thank you. Perhaps you are beginning to realize that our rights are no less precious than yours. CARLE.

BRAUN Charlotte Working Man Mocked Bush started behind the eight-ball when he mocked the working man, he took away his family leave, then offered no health plan. The Democrats wanted to help the poor and pushed for national health insurance but Bush said no, the status quos what my rich friends cry with urgence. Why start another program now said Bush to upper income donors, instead lets take away that welfare from them unwed single mothers. But first you must re-elect me to the highest office in the land, to do that Ill offer a 10 percent tax cut now, then take it back when I can. A tax cuts irresponsible when the deficits hundreds of billions a year, but I have to say it anyway or I win the election I fear.

Ill insinuate that the other side is against the family and is bad, praise God, pledge allegiance and family values, then blame for crime just a tad. Ill send my pit bulls to the other side to blame and cross the line, make some vindictive, personal, low-life crack, then rebuke them all in time. The unemployed wanted extended benefits and I vetoed that liberal cause. Get a job, dont you get it, the recession gone, a year ago I said to applause. He will have two months of hard work to show what he deserves at that jftime, and he ought to be given the chance to try it. Among the losses to Hurricane Andrew were not one but two F-16s. At a cost of $12 million each or $24 million a pair, I would have thought that the Air Force might have considered flying them out of the path of Andrew to a safer location.

Or have we reached a point where the Air Force feels a $24 million loss is of little or no consequence? MR. and MRS. NELSON TIFT Wallingford Candidate Supported Bob Helm is seeking re-election as a state representative and I enthusiastically support him as a candidate. Bob is a man who consistently votes according to what he states are his views. Since many of our current problems are due to wild Is He a Candidate? He talks like a candidate and he acts like a candidate but is Ross Perot really a candidate? I am not the centerpiece of this effort, he says.

My role as a -candidate is incidental. This effort is focused on rebuilding our country. Only the owners the people can do it. He names only one individual as an example. That person is the late Sam Walton, Americas richest man.

He got that way, according to Perot, by standing KENNETH D. As a man of great wealth himself, it was not wholly Unexpected that Perot would call attention to the accomplishments of another man whose accumulation of worldly goods was even greater than his. Nevertheless this country has never measured a candidates qualifications for president in terms of billions or millions of dollars. 1 If Ross Perot actually is a candidate for president, i theres no doubt that he is by far the wealthiest -candidate ever to seek the office.

This is not intended to minimize the importance of financial success but money has never been regarded as a way of gauging a persons eligibility for the presidency. If wealth had 2 been a factor, Harry Truman never would have won the i election in 1948. And Truman enjoys a relatively high 1 rating among post-World War II presidents, Writing in the Sunday New York Times, Perot says he has named the organization that supports him and his platform United We Stand America. Only he claims that the organization has been formed by others he supports them. Perot is not identified as a presidential candidate.

He is referred to as the author of United We Stand. How We Can Take Back Our 2 Country but not as a candidate for president, i The people who have signed his petitions in all 50 states, Perot says, are people who love their country, work hard, rear good children, play by the are disgusted with gridlock government, finger-pointing, check-bouncing and neglect of domestic and economic need. He doesnt have the anti-business sentiment (which has smothered the Vermont economy) of many of our politicians and I feel that his views on social issues are reflective of most of the voters. Make sure to mark Sept. 8 on your calendars and get out and vote for Bob Helm.

Before your arrival, Springfield has many budget defeats and frequently there was discord between school administrators and teachers. Your arrival brought harmony. Your frequent presence in classrooms and your sincerity for students, faculty and the process to achieve quality education has been appreciated. During very difficult economic times, your proposed budgets have been accepted by our voters because you earned the communitys trust. David, we are sorry to have you leave.

On page two of Section Hoffman states that Rep.

Betty Ferraro, R-Rutland City, is pro-choice and Hoffman goes on to state that Sen. John Carroll, R-Windsor, now appears to share her view on abortion rights. Conversely, Rep. Betty Ferraro, presently a candidate for Rutland County state senator, is a pro-life candidate not pro-choice as reported. Keeping this in mind, the article then begins to make sense.

Betty is strong in her convictions on this issue. Regardless of your position, you should respect her for that. I support Betty Ferraro for Senate and invite you to do the same. THOMAS L. DONAHUE Rutland issues.

The Rutland Unit of the American Cancer Society, Vermont Division, would like, to extend thanks to the many volunteers off' the national debt. Like other program to pay candidates, he doesnt explain exactly how this can be done. However, since those who are participating in the United We Stand movement are "intelligent, thinking, responsible people according to Perot, undoubtedly they will have no difficulty figuring out how a balanced budget and elimination of the national debt can be achieved.

When they have determined how to do it, we can be sure they will tell Perot. The event, held at the Stafford Technical Center athletic field on June 26 and 27, drew about 90 runners, walkers and strollers who raised approximately for the' American Cancer Society. All of these funds will be used to support American Cancer Society programs of research, education and rehabilitation services. Special thanks go to our generous division sponsors and local sponsors. Many other businesses and individuals contributed time, materials and funds to the event.

Were looking forward to our next relay to be held next June. ROBERTS. PRATT (Chairman, 24-Hour Relay Against Cancer) jRutland.
