Reprsen ptives of the business community said they favor developing a plan to helpc' the uninsured, but argued that it, would be tfinfair to ask the -business community to shoulder too much of the burden. 1.

The cleanup operation went faster than, officials had estimated, said Sgt. Annette Crawford, a spokeswoman at Plattsburgh, N.Y., Air Force Base. The plane was flying from Plattsburgh when it went down on a Kirby hillside. Crawford said crews recovered most of the aircraft, although some small pieces could remain on the three-acre site until spring, when more recovery work likely will resume.

The fighter-bomber crashed on Feb. 2. The pilot and navigator suffered minor injuries when they parachuted to safety. Crawford said a report on the crash would be finished by the end of the month, and a portion would be available to the public. Col.

Frederick Schwarz, vice commander of the 509th Bombardment Wing at Pease Air Force Base in Newington, N.H., has been named to review the report and handle legal issues arising from the crash. create a health insurance plan to cover the 31,000 Vermonters now estimated to be without insurance. Many of those who testified never mentioned the bill' itself, but spoke about the need for some sort of plan in general. You come up with money for bridges for landfills, Said Ronnie Bancroft of East another uninsured Vermonter. "To me (health insurance) is a little more important than a bag of garbage.

The bill is modeled on a recent task force report, which recommended taxes on cigarettes and alcohol to pay for the program that could cost $31 million when fully funded. Rep. Toby Young, D-Westminster, and chairwoman of the House Health and Welfare Committee said most legislators were supporting the plans aim to offer coverage. But she said taxing some professional services, such as architectural and legal services, was causing some" concern. Gov.

Madeleine M. Kur.in has argued that the state doesnt have the money to fullyfund such a plan, and the governor wants business to assume a greater responsibility than that proposed by the Vermont Health Insurance Plan Board. However, the administration ministration and we dont want to risk it, said Mullins. He noted that police had received a 60 percent increase in their pay since 1981 when Sanders took over. Under the last Democratic administration, under (then-Mayor) Gordie Paquette, we had officers who were eligible for food stamps, he said.

Mullins said the vote was! taken following the question and answer session with the two candidates. The other two candidates in the race, Baird and Michael Hackett, who is running on a tax revolt platform, were not invited because they are considered unlikely victors, Mullins said. Michael ONeil, president of the firefighter's association said that the vote for Clavelle was overwhelming, with only two of about 30 people attending casting ballots for Chioffi. Together the unions represent about 100 firefighters and police officers. The patrolmens association endorsement of Sanders is credited with being instrumental in Sanderss 10-vote victory over Paquette in 1981.

Baird was endorsed by the womens caucus last week after about 45 women met with the two female candidates. The caucus based its decision on Baird's strong support for the Equal Rights Amendment, support for child care, support of legalized abortion and opposition to a law requiring parental notification for minors seeking abortions. By DANICA KIRKA MONTPELIER (AP) Flore Mason told legislative committees "taking testimony on a statewide health insurance plan Tuesday that she knew what it's like to be sick and unable to pay the medical bills. The 54-year-old Bennington woman said that she once waited two days before receiving medical care for a broken, leg because she was uninsured and unable to pay the bill. After that happened, she purchased a meager health insurance plan and paid for it for five years.

But when she needed treatment again, after falling down a flight of stairs, the insurer wouldn't pay. I had to break a bone before they would pay for it, Mason said. Mason said that once the car, fire and flood insurance is paid for, theres just no money left for her health. Im one of the uninsured, she said. I don't have health insurance because I cant afford it.

About 75 community advocates, legislators and the uninsured themselves appeared at the hearing sponsored by the House Health and Welfare Committee its Senate counterpart. Burlington Greens candidate'-Sandra Baird, meanwhile, has won the backing of the Champlain Valley Women's Political Caucus, beating out Democrat Nancy Chioffi for the honor. The Burlington Patrolman's Association and the' Burlington Firefighter's Association made the decision after a 90-minute joint meeting with Clavelle and Chioffi last week.

They cited Clavelles superior qualifications''- and extensive experience in government. Clavelle, the former director of the Community and Economic Developement Office, has worked in government for more than a dozen years, including stints as city manager of Winooski and Castleton. "It was evident to us that Nancy Chioffi lacks experience," said James F. Mullins, vice president of the Burlington Patrolmens Association at a news conference Monday. He said Chioffis lack of experience was evidenced in her belief that the police and fire commissions should be involved in4 contract negotiations, a notion he called ludicrous.

The decision marks the first time firefighters have made a political endorsement. The patrolmens association has backed outgoing Mayor Bernard Sanders in each of his four bids for mayor as well as his unsuccessful bid for U.S. House last year. Clavelle is backed by Sanders ahd the Progressive Coalition. 'Weve had a good relationship with the current ad 7:00 9:1 5 PM THRU THURS.
