In fact it has already been shorn of much' of its hidcouscess bj the Republican caucus. As the resolution now stands, it provides for the appointment of a committee of fifteen, nine on the part of the House and six on the part of the Senate, whose duty it shall be to inquire into the condition of the "so-called" Confederate States, and report whether they are entitled to representation in Congress. This modification 'of the resolution is regarded in Washington as a great triumph of the conservative Republicans. Proceedings of the Legislature. WILMINGTON, N.
