Speaking at a forum in the Central High School on Feb. 9, 1920, Mr. Frayne strenuously opposed compulsory arbitration, favored voluntary arbitration and went on record against a labor party. Addressing a labor rally in New York city, on May 22, 1930, Mr.

Frayne launched a campaign now nation-wide against any concerted attempt by manufacturers to reduce wages. Named To Hospital Group. On Nov. 11, 1920, in New York, Mr. Frayne was appointed to succeed Robert BrindeU as a member of the Military Hospital commission.

Frayne was added to the list of Scrantonians appearing in the publication called "Who's Who in Ameri ca. The particular paragraph cov ering his career, cites the fact that he was either a member or an officer of the general and reception committees by appointment of the late Mayor John Purroy Mitchel, of New York city, during the war period; of the national committee on prisons and prison labor. National Tuberculosis Association, Citizens' Committee of America, Industrial Aid Bureau, Motion Picture Producers and Distributors' Association, National Council of Reduction of Armaments, National Society For Vocational Education, War Industries Board Association, National American Council, Civic Forum, Community Service, and the Near East Relief. He served as a director of the National Tuberculosis Association, and a trustee of the Near East Relief. Mr.

Frayne was a particular close business associate and friend of the late Samuel Gompers, beloved president of the American Federation of Labor, and he had, been especially close to William Green, present head of the A. F. of L. Old-Time Minstrel Man. Mr.

Frayne had a liking for min strels earlier in life and for a time traveled various sections of the coun try as a member of Primrose West minstrels. He was a dancer of much ability. He was particu larly active in fraternal, civic and trade union affairs, serving a term as president of Scranton Aerie, No, 314, Fraternal Order of Eagles. Possessor of a strong voice and a winning personality, Mr. Frayne was a powerful and an eloquent ora tor, and he frequently was the speaker at Labor Day celebrations and at other gatherings of trade union ists in various sections of the coun try.

Like most bovs of hit time and age, he received little education early in life, going to work as a breaker boy at an operation in North Scranton at the are of eight years. Leaving his employment at the breaker, he learned the sheet metal trade, working lor some years lor Ambrose Mulley and W. C. Cpwles, of Providence, and later tor Howley Brothers in the central city.

His days as an apprentice in the sheet metal trade over, Mr. Frayne became an active organizing member of the sheet metal union, and his interest In behalf of this organization really started him on the career that later earned him to an enviable position of power and prominence in the American trade union move ment. He served for some time as president of the sheet metal workers' organization and as a delegate representing that group to the Scranton Central Labor Union and attained distinction as an orator and committeeman of much ability. Frayne served in cities and towns in northeastern Pennsylvania as an organizer for the A. F. of During July, that year, he was assigned to the New York office, and a short time later assumed charge ot the vast metropolitan area, having direction-over thousands of men and women trade unionists. For years in the metropolis. Mr.

Frayne mam' tained offices at 1416 Broadway. In New York city Mr. Frayne at tained loremost rank among American labor leaders, and his shrewd, conservative, intelligent guidance carried thousands ot wage earners along to record wage levels. He was a major factor in the successful ne gotiation of numerous outstanding contracts anecting subway operat ors, surface trolley car workmen, taxi arivers, employes in the tex tile industry, the miners' union and practically every craft of trade unionists. His voice, time after time, swayed large audiences of laboring men and women to be gov- ernea by conservative principles, thus preventing long and costly strikes, ana pernaps nioonsned.

Mr. Frayne's prominence in the labor world was readily recognized by the late President Woodrow Wilson, when he appointed the Scranton man representative of labor on the war industries board of the Council of National Defense during July, 1917. He later was named chairman of the labor division and he served until the board was dissolved, Jan. 1, 1919.
