Railroad. The Wheeling, and State I.lne ltidlroad company tiai now been per-maneotly organised and li ready to move forward in the construction of a road from Wheeling to I'itlsbnrg. The uouinanr baa the right under an ordinance recently passed by the city councils of Wheeling to enter the city liuiita and to use the great railroad bridge which capitalists, with the aid of the city of Wheeling aud Ohio county, Weat are going to build across the Ohio river at Wheeling. The company aay they will go ahead aud build the road, provided the proper amount of local aid la forthcoming, and that unless said aid ia had the road will not go through. The roudr if built, will cross Washington county from east to west, and will add very materially to the value of a large number of Washington county firms and afford transportation facilities to the western part of the county, while in this rcgiou it will give us a competiug line, and thus give us better freight rates aud induce manufacturers to locate here and get the advantage of our immense supplies of Nature's own fuel.

At Kisher's, some eight days ago, the drivers struck for an advance of live cents a day. They were getting 1' 45a day and asked $2 50. Old Kugle, Cincinnati, Garlield mid Peterson are paying 35, The drivers ask for what they call Walton's price. For every day lout they would have to work days' to make up the advance, and they have now lost eight days. Hut that is not all.

Xearly 200 miners are thrown out of work, say 1000 duvs' work as 2 25 per dav, or three thousand six hundred dollars lost to active labor, on the stand-out of the drivers. She is ready to offer her opinions upon such quesions more frankly than any other prospective candidate. We are convinced from what we know of the project that unless- the people show a disposition to be generous, and are willing to do something, the road will not lie built. But on the other hand i the people do their part the company will do theirs, and the road will be built. Rule of Court on Liquor Licenses. The rule of court regulating the presentations of petitions or remonstrances is as follows: All persons presenting written or printed petitions in support of an application or remonstrance against the same must be prepared to establish the fact that the parties, whose names are subscribed to said petitions or remonstrances, signed the same in their own proper persons since the application in support or against which they are offered was filed in the clerk's office; and further, that said parties are at the time of the hearing residents of the ward, borough or township where the applicant wishes to carry ou business under his license. And all such petitions and remonstrances must be tiled with tire clerk not later than the Saturday immediately preceding the third Thursday of April.
