Essex begins his tour of duty ith WDAU next Monday. Judging from his popularity during a five-year stint in the anchor spot at WNEP. lie'll bring some viewers along with him. (By the way. it's inaccurate to say that Essex "made Channel 16 Number 1" during Ins tenure there Although it's true that Essex helped to build 16's advantage over WBRE and WDAU.

Ed Martell was the anchor when WNEP first became the top-rated news program in Northeastern Pennsylvania in the summer of 1976. Essex joined the station a couple of months later, and 16 news ratings continued to climb steadily while he held the anchor spot I Those who tune in to WDAUs news show next week to see Essex also will see a leaner, brighter set; more graphics; more "in-the-field reports by 22 news crews; cleaner and more colorful weather maps and a better overall picture quality than they'll probably remember That's the result of an ongoing effort by station officials to improve both the physical appearance and the content of WDAU local news programs Station officials claim they'll match 22's evening news shows against anybody's for content and substance. And there are plans to set up a Wilkes-Barre news bureau within the next few weeks and possibly others in Stroudsburg and Williamsport in the not-too-distant future. More 'set changes are in the works, too, including a couple of major ones within the next four to six weeks, according to promotions director David Campbell WDAU also plans to add a new antenna to its transmitter, a move designed to strengthen lfs signal to areas where it traditionally1 has been weak And, the station is -drawing up plans to actually move its transmitter from its current site on West Mountain in Scranton to Mountain-top. where WBRE.

WNEP and WV1A have their towers. That move, at an estimated cost of $2 million, probably will not come until 1986. But when it happens it will finally solve a transmission problem that has kept WDAU at a disadvantage throughout its history. 4 WDAU also is adding more local news spots to its regular program schedule. Beginning this month, 22 will air a five-minute "news break" weekday mornings at 6:55 a m.

The early morning n.ews show will give a quick rundown of overnight news stories, plus weather advisories and road-condition reports as viewers get ready for work. The station already has similar five-minute spots at 7:25 and 8:25 am. inside the CBS Morning News. WDAU also will re-broadcast its 11 news show in its entirety at sign-off each day. at 1:30 or 2 a m.

Elsewhere. WDAU has computerized much of its operation; has developed a production capacity that allows it to produce commercials for advertisers; is working on a creative services department that will write, produce and direct commercials. public affairs shows and local features; Jias bolstered its. local sales staff and according to station officials has quadrupled its sales volume. In fact, some at 22 will tell you the operation is growing at such a.

rate that it may not be long before WDAU moves out of its leased quarters on Wyoming Avenue and into new, larger facilities. That's probably down the road a bit. But what it reflects is an attitude that this is a station that's on the move. Fourteen PBS stations elsewhere across the country have refused to air the three-hour program because they consider the topic to be too controversial But WYT.A will be among the more than 266 Public Broadcasting Systems that will air the show and in fact the local station will follow it up with a one-hour panel discussion featuring local pro-choice and pro-life leaders. Although "The Abortion Battle" was produced as a three-hour documentary, WVIA plans to show it over two evenings. Wednesday and Thursday, beginning at 9. Immediately following the national program. EDITOR'S NOTE: This is the third in a series of stories outlining the fall program schedules of Northeastern Pennsylvania's four commercial television stations. By JIM IIENNIGAN Times Television Writer ABC fell to third place last' year in the network rating wars, slightly behind NBC and far behind front-running CBS. So it's not very suprising that ABC has some wholesale changes in the works in prime time as TV's new season begins. ABC's local affiliate, WNEP-TV. doesn t'Tiave the network's problems with poor ratings: In fact, Channel 16 has been at the top of the ratings heap locally for years.

Nonetheless, WNEP vice president Elden Hale says a handful of new programs will be placed into Channel 16 schedule in ofl-prime slots, including a couple of new daytime comedies, a late-night weekend western series and a new "Mystery Movie" series on Sunday afternoons. At the network level, ABC is adding 74 hours of new prime time programming. the most of any of the three networks (CBS is adding five hours and NBC four). ABC's new shows are comedies, police dramas and adventures, all programs that would be likely to attract the kind of young audience that made the network successful in the 70s. Of course is back as ABC's one guaranteed hit; in fact, network officials are touting this season's episodes as the juiciest ever.

The inevitable spin-off will come a bit later in the season, in the form of "Dynasty II: The Colbys of California. And on Saturdays, the network's hopes are pinned to Robert Wagner's new dramatic series, "Lime Street." That's the show that was to have co-starred 13-year-old Samantha Smith, who became famous when she visited the Soviet Union in 1983 and who was killed in a plane crash last month.
