HEW Push May Delay Hillsboro School Opening HILLSBORO, Tex. (UPI) Hillsboro school superintendent W. W. Makley said Wednesday that the scheduled Aug. 19 opening of the city's schools may have to be delayed to put into effect a Health, Edtrcaion and Welfare Department (HEW) desegregation plan.

The school board Tuesday night approved an HEW tive plan. A letter received Tuesday before the meeting from HEW Region 6 wi Dallas tihe board had five days to either form its own plan or accept an HEW plan. The letter, signed by John A. Bell, chief of the Region 6 education branch, said there were still racially identifiable schools in the district. The main HEW plan was to take 21 per cent of white students and 21 per cent of black students from several Hillsboro schools and transfer them.

main alternative plan, which the. board accepted, provides for single attendance. in kindergarten through third grade, regardless of color, will attend Travis Elementary School Fourth graders will attend Harris Elementary and fifth graders will attend Franklin Elementary. Grades six through 12 were not affected, since they already were completely desegregated. Makley said a 14 HEW investigation was reported to have been started by complain from several parents.

Some Htllfcboro parents who attended the Tuesday night board meeting were displeased but thought the single attendance plan was the fairest. Makley was calling a meeting of teachers and principals to work on new procedures, He said the district will have to transfer the records, furniture, books and sign. teachers, all of which might delay the opening of school, CONSUMER HOT FRANKFORT, Ky. for consumers to air their gripes has bren installed across Kentucky linked to the state consumer protection agency.
