These bills and' another which would reduce levies on manufacturers' machinery and inventories were passed on second reading yesterday. Both ordinances are expected to pass without opposition next Monday. A third bill to reduce the city's lax on cigarettes from 5 to 3 cents was held in committee ponding additional amendments. Two ordinances dealing with the advertising tax repeal the 2 per cent levy on advertising media and the 4 per cent tax on advertising media at the end of year. These measures were introduced shortly after Mayor D'Alesandro, in a'dramatic turnabout last month, urged the repeal of the ad tax which his administration had sponsored last fall.

Since the mayor's announcement, the General Assembly enacted legislation prevent any Maryland locality from imposing the tax unless similar burdens were placed on other types of businesses. Soldier Taken From Memorial To Base Hospital Airman Clyde W. Ankeney 21, Oldtown, who was injured February 23 in an auto accident near his home, yesterday was transferred by helicopter to a hospital at Boiling Air Force Base near Washington. Airman Ankeney was injured when the car he was operating skidded on an icy spot on Route 51 and crashed into a bank. He sustained a fractured vertebrae and had been a patient at Memorial Hospital since the accident. The helicopter landed at Cumberland Municipal Airport yesterday afternoon to transport Airman Ankeney to Boiling Field where he will be hospitalized.
