1. THE HUMAN FREEDOM FLAG. Frazer's Correspondence With the Mayor on the Flag at the State House. PERSIFOR FRAZER. OFFICE OF THE MAYOR, PHILADELPHIA, October 1891.

Professor PERSIFOR FRAZER, 1042 Drexel the Editor of Tan TiMEs: To On the afternoon of 10th a desire was expressed by some of the local committeo that Mr. Pettit's adaptation of United States flag to the white field of the Human Freedom League might be hoisted from the flagstaff of the State House. Laccordingly requested the gentlemen in Clerk of Couneil's oflee at Fifth and Chestnut streets to telephone to Commissioner Dixey to ask If this would be permitted. It is hard to shat- ter another of the great replies of the world. But the fact is that the answer I got from Mr.

Dixey was that he had not the necessary authority to grant this request, but referred me to his Honor, the Mayor. As I considered it disrespectful to telephone to the Mayor I telegraphed to him and sent in addition a letter by district messenger, so that If the latter failed the telegram would finally reach the City Hall in an hour or so. In this letter I made the same request of the Mayor, to fly an United States flax, but not the regulation article. Thefollowing correspondence ensued. Very truly, Building.

DEAR SIR: I am in receipt of your telegram and letter of even date herewith requesting permission to fly from Independence Hall a new United States flag on a fleld of white bunting on Monday next, 12th instant, and in reply I beg to state that I very much regret I cannot grant your request, the city having a regulation United States flag, which on all occasions has been the only flag allowed to be displayed from that flag-staff. STUART, Mayor of Philadelphia: Six DEAR SIR: In regard to the request which, as chairman of the local committee, made of vou yesterday, for permission to hoist the United States flag with a white border on the State House flagstaff, I desire to say that I entirely agree with your view and the grounds for it. Still, it was not quite the same question as that of permitting the Irish or the Polish, the Russian or the Socialists' flag to occupy a place on the official flagpole. The question was whether it would be permitted to hoist the national ensign with a white border on the very holy of holies of our nation. The time may come when it may be, but it has not come yet, and I trust we may never see the scandalous prostitution of the State and city insignia which Abram Hewitt vainly tried to correct in New York.
