The Governor says: "The effect of this bill would be to very materially extend the operation of the mechanics' lien law, which Is at present liberal and far reaching Under the proposed act all mechanics, Journeymen: or laborers employed In and about the erec tion or construction of any building or build ings would be entitled to file a Hen against tbem under certain conditions.
