Eventually, the complete surprise drills will be effective statewide. Permission Granted Permission for the unannounced tests was granted by the First Fighter Command, which said: "Initially, test blackouts are to have wide publicity with the date and time made public. As training and organization develops, publicity should be general in character with the definite date and time withheld.

Eventually, when in the opinion of civil defense authorities it is warranted, these exercises may optionally be held without any advance publicity." The policy applies to air raid drills held in the daytime or at night with no blackout involved. Requests Submitted Requests for local blackout or air raid drills, whether by day or night, are submitted to the state council by county or local defense units. Few such requests have been received during the past month because of the first statewide total 'blackout held Wednesday night and the statewide dusk-to-dawn in June. Pennsylvania and New Jersey will hold a joint blackout some time In August, the week to be announced in advance. By end of 1942, studies indicate the labor reserve should be dowwn to 2,280,000 in civilian activity, in agriculture, 130,000 self-em-ployd, and ,100,000 unemployed.

That reflects a drop of 300,000 in civilian population; 160,000 among unemployed. Non-essential, industry layoffs freeing wworkers for war jobs, will relieve the vital plant labor shortage to a degree, but authorities said migration of employes from areas having a labor surplus will be necessary to fill manpower quotas. Another important factor will be increasing use of women in all types of defense industries. A worker migration now under way in the commonwealth was described as the "greatest In years," but Pennsylvania was estmated to have gained 60,000 to 70,000 new industrial employes. Cooperation Is Urged In hope of halting the uncontrolled exodus and influx of workers seeking new jobs "on their own," the War Manpower commission has moved to obtain employer cooperation through the U.

S. Employment offices. The officials are available for employes seeking new jobs without employment service advice, and employers raiding out-of-state manpower supplies.
