Churchill's job was to hand to the British people, and ask them to swallow it, the bitter pill which is the cost of the fight against expanding Communism. Reduced to its simplest outline, Churchill's job is two-fold. 1. He must convince the British people that ony continued sacrifice can save them from bankruptcy and destruction. He must preserve the remnants' of the empire and Britain's place as a world power.

Fortunately for Churchill in his the British people show no sign of losing their will to fight, even after 13 years of hardship and increasing privation. The Churchill government wants to restore its skidding dollar balance and to save $1,540,000,000 a year. To do it, Britons are being told they must do with less meat, (a British family of four now is allowed to spend about 97 cents a week on meat), fewer fruits and vegetables, less tobacco and fewer automobiles and machinery, and that their free national health service no longer will be entirely free. British labor will be able to get jobs only through local government labor exchanges and 10,000 civil service workers will be fired. On a world-wide scale, the British have problems as serious as those at home.

Resentment of Egyptian Nationalists against British troops guarding the Suez 'canal is at fever pitch. British relations with Iran are deteriorating steadily. The British are fighting a festering revolt in Malaya and are sitting atop a volcano in Hong Kong. Another drain, on Britain just as on the United States, is the war in Korea. Hampering the Churchill government is the fact that it won an election but not a 'majority of the votes, and therefore cannot claim a clear mandate from the British people.

Lewis, who thundered his charges yesterday, was expected to attend as a spectator. The subcommittee is considering a bill by chairman Matthew M.

Neely (D W. Va) t.o give federal inspectors authority to close mines they find to be ufl.safe. Sen. Hubert H. Humphrey (D Minn.) said he hadf "reason to believe" the measure would be favorably reported out of the subcommittee.

Other members also have indicated they will back the bill which provides penalties up to a $2,000 fine and six months in jail for coal operators who refuse to withdraw men from mines on an inspector's orders. Lewis began testifying quietly yesterday, but his voice soon was booming throughout the crowded hearing room with the aid of microphones. The bushy-browed chief of the United Mine Workers said coal operators have used the Taft-Hartley Act to bring aw suit i against the union for trying to enforce their contracts. He accused coal operators of fighting any improvements in mine safety, even though an average of "7.03 miners have been killed each working day in the last 50 years." Lewis then turned his wrath on Congress for failure to act. Within the time he had written four per sonal letters to every congressman" to do something about safety, he said, 1,538 men died in mine accidents.

He assailed the operators for not contributing "one sou, marquee, rupee, kopek, boiivar, or centavo" to the victims of the West Frankfort, 111. mine disaster in which 119 miners were killed just before Christmas.
