BOND PRICES RALLi New York, March 21 (V-The bond market rallied sharply today under the influence of a more pacific outlook in Europe. Practically every variety of loan rose in price, while United States treasuries, toward closing time, an advance begun early in the day. I Utilities benefited from the more optimistic tone. Some rail issues rose as much as two points.

Among the leaders were American and Foreign Power 5s, International Hydro-Electric 6s, Western Union 5s, Illinois Central 4s and 434S, Pennsylvania Railroad 4V4s of '65 and of '70, and Southern Railway Prague 7 'is of '52 gained five points on a single purchaser but the major interest in the foreign list centered on Scandinavian and South American issues, practically all of which advanced.
