were comparativefy light, it being the policy to conserve refunds available in order to provide for finaucing of two important projects in 1936, the extension of the Andalusia road 2.76 miles to the village of Andalusia, and a 2-mile section of paving in Coe township east from Port Byron. With aid of the WPA, the county, however, inaugurated two gravel surfacing projects this year, one a general project and the other for specified sections, and these involved totals of $176,078.05 and $79,611.30, respectively, on which the WPA allotments were $56,940 and County highway fund projects accounted for $27,000. A Beautiful Span. The biggest unit of highway improvement was the Josiiu link of paving, connecting state routes 86 in Rock Island county and 82 in Henry county, and involving a beautiful and costly bridge construction across Rock river. This project, begun in 1934, was completed in August, and it represents a total expenditure of $527,341.50, in addition to cement.

The project covers 3S.281 feet. The bridges represented expenditure o'f $257,341.25 alone. The American Bridge company of Am-bridge. furnished the material, and the construction contract was handled by the Overland Bridge company of Chicago. The paving, a 20-foot width, Was laid by the Geneva construction company of Aurora, for $176,339.98, and the Gund-Grahani company of Free-port had the grading contract, representing $93,660.27.

This-link materially shortens the distance to Chicago by paved highways, and immediately after it was highway link are a scenic unit in the state system. Wallace Treichler, county superintendent of highways of Rock Island, had a part in the preliminary engineering work and obtaining of right-of-way for the Joslin link, for the state highway department. County graveling projects included two miles on the county line in Drury township, which was Completed Dec. 7, at a total cost of $8,940 with a WPA allotment of $2,762 for labor; lVa miles in Andalusia township on state aid route 9, four miles in Edgington township from Crawford's corner south to the county linie; one mile in Coe township from Bluff school to Cordova; and one mile near Hillsdale, from state route 3 west to Poplar Grove school. Townships undertook a number of farm-to-market road improvement projects, as follows: Drury, cost $71,549.26 with WPA allotment of and Bowling, total cost $47,747.30 with WPA allotment of $35,133.50.

Work on the Drury job is under way, with 40 men assigned by WPA employed, and there are also 40 men engaged on the Bowling township project. These are gravel surfacing projects. Under the county highway fund activities, 23.5 miles of highway were improved, as follows: Coe, five miles; Rural, seven miles; Buffalo Prairie, six and half miles; Edgington, two and a half miles, and the Andalusia road, two and a half miles. This work represented approximately $27,000. During the year, the county was credited with motor fuel tax refunds amounting to more than $100,000.

With December refunds not reported, the total was and the December distribution will bring the total to between $115,000 and $120,000, probably nearer the latter total. complaints filed, while last year there were 31 civil cases and 210 criminal cases. Adoptions were more numerous, with 27 in 1935 and 16 in 1934. Mothers' pension cases decreased, the figures being 12 this year and 19 last year. There were twice as many poor person cases, compel support by relatives, six of these complaints being filed this year.

Inheritance tax cases increased by 10. to a. total of 28. Special assessment proceedings continue to be rather scarce, with only two this year, the same number as in 1934. Cafies involving feeble-minded persons showed an increase, 25 this year and only 16 last year.

There was a small increase in the number of insanity hearings, 227, while there were 214 in 1934. Of almost 41 yean ago, claims paid amount 4o $87,452,604.03. This total consists of $84,903,996.34 in adult death claims, $433,187.43 in Juvenile death claims, and $2,113,420.29 In disability claims. Pajroll $00,000 Yearly. The payroll of Royal Neighbors of America for approximately two hundred fifty supreme office employes and a field force more than four hundred workers amounts to about $500,000 annually.

Almost half of this sum goes to employes who are residents of the tri-city area. The large volume of business handled in the supreme office, located at 230 Sixteenth street, Rock Island, is indicated by mail and postage statistics. From Dec. 1, 1934 to Dec. 1, 1933 300,897 pieces of mail were received at the supreme office, while the outgoing mail numbered 1,006,904 pieces, with the postage costing $26,660.09.

Membership activities were successfully carried out by Roya Neighbors of America this yean The 40th anniversary membership campaign closed May 31, 1935, having opened on Sept. 1, 1934, while the district deputy membership drive began on Sept 1, last, and will close May 31, 1936. The Juvenile Forget-Me-Not campaign was conducted from June 1 to Aug. 31, 1935. "ew Insurance.

New insurance obtained in the 40th anniversary campaign amounted to $17,198,960, a total that exceeded the $10,000,000 goal by j. In the current district deputy campaign the goal Is also and in the first three months of the effort the Insurance written totaled $4,115,210. In the Forget-Me-Not campaign 9,192 Juvenile members were obtained. On Dec. 31, 1935 the Royal Neighbor home, located west of Davenport on United States highway 61, witis occupied by 35 aged and dependent members of the society.

Mrs. Annie Shedd Snyder is matron of the home. The Royal Neighbors home endowment fund increased considerably in the year from Dec. 1, 1934 to Dec. 1, 1935.

On Dec. 1. 1935 the endowment fund amounted to as compared to $6,402.28 on Dec. 1. 1934, an Increase of $4,167.11.

Division of Membership. The membership of Royal Neighbors of, America, which Is held in approximately 7.300 adult camps and 3.200 Juvenile camps in the 43 states in which the society operates. Is divided as follows: Adult beneficial members, Juvenile beneficial members, 85.382, and social members, 36,438. The insurance carried by this large membership amounted to $469,476,350 on Oct. 1.
