Debate on the bill to permit North Adams to offer discounts for prompt pay tnent of taxes was, opened by Cos-tine of North Adams. He made no objection to the amendment to make the bill general, restoring the law to permit dis-unts by every city and town.

He said that the offer of 10 per cent to get prompt payment and to have the smallest list of uncollected taxes of any municipality in the state. Mr. II alii v. ell of New Bedford against the bill, said that only 08 towns in the state have this discount. North' Adams has to have a higher rate in order to offer the discount.

It would be better to reduce the rate from $'J0 to $18 tbaa to offer a discount. This is not a poor man's bill, as claimed, but it hurts the poor man by making the rate higher. The law is new. Better give it a fair trial. Better put on a 10 per cent penalty for nonpayment.

Mr. Burdick of Adams, for the bill, said that the only opposition to the bill came foin the old committee on municipal finance of two years ago. North Adams has uncollected taxes to only the amount of 2.21 per cent, but no other city or town has less than IV per cent' In the name of local self-government, since the bill made no difference to, the state treasury, he asked the house to pass the bill. He had always wanted to attend Dartmouth college, but his father could not afford the course for him and he was unable to raise the necessary funds himself. Later when he was attorney general, that college conferred the degree M.

A. upon him, in the belief that he had earned it outside the college. In 1SS5 he. began the study of law, and was admitted to the bar in March 185S. When the civil war broke out he enlisted as a private in Co 48th Massachusetts volunteer infantry and was elected captain of the company.

For distinguished bravery ho was breveted major at Port Hudson. He, was elected to the state legislature lower brunch in 18415, sul year later he was made judge advocate on the division staff of the state militia. In 1867 he was made assistant adjutant general and chief of staff, w-ith therauk of colonel. After close contest for position of district attorney of he was defeated in 18455, but three years later, when he ran for the office again, he was easily elected andhe held that office for five whk-h time he was connected with many canes famous in the annals of the Massachusetts courts. In 1S82 he was elected attorney general, a position he resigned in 1887 to accept a place on the superior court ibeneh.
