The proper preparation of tho les sons assigned to the pupils in tho daily exercises of the schools, makes use of textbooks abso lutely necessary, even if the lnw did not perempt orily require their general introduction, as it does in this instance." Another section prescribes oral instruction for pupils too young to use books.
